SUMMARY
Reporting into the Project Director, the Human Resources Business Partner (HRBP) will provide full cycle HR support to the project site. You will play a pivotal role in building and supporting a high-performing, integrated project team for a major highway infrastructure project delivered under a collaborative model. You will lead workforce planning and resource ramp-up during the development phase—working alongside the business leaders on site, HR colleagues and various Union representatives—and continue providing HR leadership throughout execution.
This role requires a proactive, relationship-driven professional who can independently balance corporate HR frameworks with the agility needed for a dynamic, partnership-based environment.
This position will be based in our Markham, ON office, but once the project is fully mobilized, it will primarily service the project site in the Niagara Region. Prior to the project start, the work location will be flexible, with an expectation of some in‑office presence in Markham.
This is a 12-month contract role with the possibility to extend further based on location preferences.
PRIMARY SCOPE OF ROLE
STRACTEGIC PLANNING AND RESOURCE ALIGNMENT (DEVELOPMENT PHASE)
Develop and implement the project's workforce strategy to support an integrated owner–consultant–contractor team structure.
Partner with the Project Director, corporate HR, and project partners to define roles, responsibilities, and resource requirements.
Lead collaborative recruitment, onboarding, and workforce integration efforts across multiple organizations.
Develop project-specific HR processes, orientation programs, and culture-building initiatives aligned with team charter and shared project values.
Support preparation of organizational charts, position descriptions, and compensation frameworks that align with collaborative delivery principles.
MOBILIZATION AND DELIVERY SUPPORT (EXECUTION PHASE)
Oversee ongoing workforce management activities and succession planning as the project transitions into construction execution.
Act as the HR liaison for cross-partner coordination, ensuring consistency in training, communication and compliance.
Champion project culture, ensuring behaviors align with collaborative principles of openness, trust, and shared accountability.
Conduct employee relations activities including but not limited to investigations, conflict management, coaching and performance management.
Ensure compliance with employment legislation, project agreements, and site HR policies, while maintaining alignment with owner and partner requirements.
OPERATIONAL OVERSIGHT AND SUPPORT
Liaise with and partner with internal and external providers such as Payroll, Benefit Providers, Union representatives, contract service providers and other municipal/regional district representatives.
Provide timely responses to written and verbal general inquiries regarding HR, benefits administration, payroll inquiries and policies.
Assist in the administration of union contracts, including tracking compliance with the terms and conditions of the CBA(s) and addressing employees' concerns within the framework of the associated union contract.
Travel to and from various GIP sites within Western and Southern Ontario.
Perform general HR duties.
POSITION REQUIREMENTS
Bachelor's degree in Human Resources, Industrial Relations, or Business Administration (CHRP or CHRL designation an asset).
7+ years of relevant experience, with at least 3 years supporting large infrastructure or construction projects under collaborative delivery (CMGC, Progressive DB, Alliance).
Proven work experience in Labor Relations, Employment law, Compensation and Rewards, Organizational Development, Talent management, and Occupational Health and Safety.
Proven experience in workforce ramp-up, multi-stakeholder coordination, and HR process implementation in complex project environments.
Strong knowledge of Ontario employment law, labour relations practices, and construction workforce dynamics.
Strong organizational and change management skills, with the ability to pivot between strategic and hands-on HR activities.
Valid Ontario Driver's License and a satisfactory Drivers Abstract.
WHAT WE OFFER
Expected Base Salary: $80,000 - $110,000 per year. The actual base salary will depend on several factors including experience, qualifications, internal equity, work location and market expectations.
