Job Title: Senior Contract Administrator
Position Overview
The Senior Contract Administrator (SCA) provides professional contract administration services with a primary focus on post-award activities within the Construction Services category. This role supports complex construction contracts by ensuring compliance with contractual requirements, mitigating risk, and protecting organizational interests.
Reporting to the Commercial Manager, the SCA works closely with the Commercial Management team, Engineering staff, and third-party consultants to coordinate and manage post-award contract activities. All billable work must directly align with assigned services and approved project tasks.
Key Responsibilities
Contract Administration & Compliance
Coordinate and manage post-award contract activities for construction projects.
Review, interpret, and analyze contract documents to ensure consistent application of contractual terms and overall contracting strategy.
Attend project kick-off and progress meetings to ensure stakeholder alignment and contract compliance.
Enforce contractual obligations, assist with negotiations, and support resolution of disputes, penalty clauses, and liquidated damages.
Escalate complex or high-profile matters to the Commercial Manager as required.
Maintain accurate contract documentation within the Contract Management System (CMS), including amendments, claims, payment certificates, notices, and correspondence.
Process documentation for contract close-out activities.
Contract Changes, Claims & Negotiation
Analyze contract changes, amendments, and claims, implementing mitigation and avoidance strategies.
Prepare cost estimates (materials, labour, equipment) and analyze construction schedules and production data.
Negotiate settlements for contract changes, claims, and unit price quantity adjustments.
Monitor contract allowances and contingencies and coordinate necessary adjustments.
Review and process Requests for Quotes, amendments, directives, and related board documentation.
Financial & Payment Administration
Administer payment processes in accordance with contract price breakdowns.
Verify vendor invoices for compliance with payment terms.
Manage statutory holdbacks in accordance with the Construction Act.
Assess back charges, set-offs, off-site inventory payments, liquidated damages, and final payments.
Procurement & Commercial Support
Prepare commercial documentation for RFPs, RFBs, RFIs, NRFPs, RFSs, NOIs, and pre-qualifications.
Develop special commercial conditions for contracts.
Support preparation of Performance Review Reports and participate in performance-related meetings.
Ensure all performance KPIs are achieved.
Perform additional duties as assigned within the Commercial Management Department.
Qualifications & Experience
Education
University Degree or College Diploma in Construction Management, Engineering, or a related discipline.
Equivalent combination of education, training, and directly related experience will be considered.
Experience
Minimum 3 years of experience in Contract Administration and/or Procurement in either the public or private sector.
Experience in construction contract administration, including changes, scheduling practices, delays, and claims management.
Experience performing quantity take-offs and preparing cost estimates across various construction trades.
Skills & Knowledge
Strong attention to detail with the ability to work independently.
Comprehensive knowledge of construction principles, construction management practices, and claims management techniques.
Good understanding of the Construction Act, construction codes, regulations, union and trade agreements.
Strong analytical, negotiation, organizational, and problem-solving skills.
Ability to coordinate cross-functional teams and lead complex commercial negotiations.
Proficiency with contract management systems and related software applications.
Solid understanding of engineered products, construction services, and material sourcing.
Ability to manage multiple priorities in a fast-paced environment.
Ability to quickly acquire knowledge of the Ontario Human Rights Code and related accessibility and accommodation requirements.
