ABOUT THE POSITION


The Director, Strategy and Performance provides strategic leadership to SkilledTradesBC, ensuring the organization fulfills its government mandate through evidence-based decision-making, robust program governance, and alignment with strategic priorities. This role drives organizational performance, policy development, and data integrity while fostering collaboration across executive leadership, the Board, and key stakeholders.

Reporting to the Chief Strategy Officer (CSO), the Director leads the following teams: Policy and Research, Performance and Analytics, Strategic Programs, and Information Management. The role is also accountable for administrative fairness through the Review Officer function and oversees the organization's Business Continuity and Incident Management Plans.


 RESPONSIBILITIES/ACCOUNTABILITIES

Strategy Development and Project Support:

  • Partner with executive leadership and the Board to shape and execute strategies that advance SkilledTradesBC's mandate. Collaborate with department leaders, field teams, and external stakeholders to ensure strategic initiatives are assessed using rigorous methodologies, performance indicators, and advanced analytics. Lead the Project Management Office to deliver strategic projects and continuous improvement initiatives. Ensure project portfolios remain aligned with organizational priorities and promote adoption of project management best practices across SkilledTradesBC.   
  • Business Intelligence & Organizational Performance:  

  • Lead business intelligence initiatives to embed data-driven decision-making across the organization. Oversee data production, establish performance benchmarks, monitor key metrics, and deliver analytics for government and public reporting. Co-lead the data governance framework to ensure data integrity, accessibility, and alignment with strategic priorities. 
  • Policy & Research:  

  • Develop bylaws and policies, conduct research, and provide strategic advice on emerging issues impacting the industry training system. Analyze provincial and federal policy directions to assess implications for SkilledTradesBC's mandate and inform executive and Board decision-making. Ensure administrative fairness by overseeing the review of SkilledTradesBC decisions for consistency, suitability, and compliance with legislation and policy. 
  • Privacy and Information Management:

  • Direct the development and implementation of policies governing the collection, use, disclosure, and retention of information, including personal data. Ensure compliance with FOIPPA, the Information Management Act, and the Skilled Trades BC Act. Provide interpretation and guidance on complex access and privacy matters and assess legislative impacts on programs and services. 
  • Business Continuity and Incident Management:  

  • Develop and maintain business continuity plans and lead incident management efforts. Act as Incident Management Team Director during critical events, ensuring coordinated and effective organizational response. 
  • Team Leadership:  

  • Provide direction and support to assigned teams, fostering a culture of collaboration, accountability, and innovation. Drive staff development, succession planning, and performance management to ensure alignment with SkilledTradesBC's strategic goals. 
  • EDUCATION/EXPERIENCE 

  • A post-secondary degree in Business or Public Policy, or a related field is preferred; combination of education and work experience will be considered
  • 10+ years working with government, boards or senior leaders in strategy development 
  • Project Management, Continuous Improvement, Change Management certifications are desired
  • Business acumen and strong financial management background is required
  • Excellent communication and influencing skills, with the ability to build strong relationships across all levels of the organization
  • Solid understanding of governance in a multi‑stakeholder environments
  • Proven ability to analyze organizational outcomes and develop macro solutions to improve   
  • Strong group facilitation skills, with experience leading cross‑functional discussions and decision‑making
  • Experience effectively utilizing data analytics to support organizational decisions 
  • Experience working within a BC government organization is preferred
  • Public relations experience and project management experience or skills would be an asset

       Salary Band G: $132,712 - $179,553
