The Senior Project Manager (PM3) / Senior Business Analyst is responsible for leading large, complex enterprise system initiatives within a public-sector service delivery environment. This role provides end-to-end leadership across project management and senior business analysis functions, ensuring successful delivery of modernization initiatives, system integrations, and platform upgrades.
The role requires strong governance oversight, stakeholder engagement, cross-functional team leadership, and expertise in requirements management, release coordination, and enterprise systems integration — including financial system interfaces and DevOps-based release management
Requirements Key Responsibilities Project Leadership & Governance
Lead full project lifecycle delivery (initiation, planning, execution, monitoring, closure).
Develop and manage project charters, plans, schedules, budgets, and risk registers.
Provide governance reporting to executive sponsors and steering committees.
Ensure compliance with structured project management and solution delivery frameworks.
Manage multiple concurrent workstreams within complex enterprise environments.
Business Analysis & Requirements Management Lead stakeholder engagement and facilitate workshops to elicit and validate requirements.
Document current-state and future-state processes, business capabilities, and system workflows.
Develop Business Requirements Documents (BRDs), functional specifications, and traceability matrices.
Prioritize requirements in collaboration with business and technical stakeholders.
Support gap analysis, solution evaluation, and modernization roadmaps.
System Modernization & Integration
Lead modernization of legacy applications to contemporary platforms.
Manage integration efforts between enterprise applications and corporate financial systems.
Oversee API integrations, data exchange processes, and external system interfaces.
Coordinate infrastructure upgrades and platform transitions.
Azure DevOps & Release Management
Lead release planning and execution using Azure DevOps.
Manage product backlogs, sprint planning, and defect tracking.
Collaborate with development and QA teams to ensure release readiness.
Implement DevOps practices for improved traceability and delivery efficiency.
Cross-Functional Team Leadership Lead teams consisting of business SMEs, developers, QA analysts, architects, and external vendors.
Align business objectives with technical delivery.
Manage stakeholder expectations across internal departments and external agencies.
Facilitate collaboration across multi-jurisdictional environments (e.g., federal and provincial stakeholders).
Quality Assurance & Testing Oversight Support development of test strategies and test plans.
Coordinate User Acceptance Testing (UAT) and quality control processes.
Oversee defect management and release sign-off activities.
Required Qualifications Minimum 5 years of Project Management experience leading complex IT initiatives.
Minimum 5 years of experience with large, complex enterprise systems and system integrations.
Minimum 3 years leading projects utilizing Azure DevOps for release management.
Minimum 3 years performing Senior Business Analyst functions.
Demonstrated experience integrating systems with corporate financial platforms.
Experience leading cross-functional teams including internal and external resources.
Experience working within government or public-sector service delivery environments.
Strong written and verbal communication skills in English.
