EveryMind Mental Health Services is looking for a Decision Support Analyst to work with our clinical information systems. The Decision Support Analyst performs a key role in managing the organization's clinical information systems and reporting infrastructure to support evidence-based decision-making that advances EveryMind's mission, vision, values and philosophy.
EveryMind is an accredited child and youth mental health centre that provides a continuum of high-quality mental health services for children, youth and their families who are experiencing social, emotional and/or behavioral challenges.
Reporting to the Manager, Performance Measurement and Improvement, and working closely with, the Chief Officer, System Planning & Accountability, the Decision Support Analyst is responsible for: (a) the overall integrity of the clinical data across the organization's clinical information systems, (b) troubleshooting day-to-day database and clinical information system issues, (c) the analysis, integration, summarization and visualization of key clinical performance metrics, and (d) providing technical and analytical expertise in the development and configuration of the organization's clinical information systems and clinical data infrastructure. This position is part of the Performance Measurement & Improvement Team and contributes to building the capacity for using data to inform decision-making both within the organization and across the child and youth mental health services sector.
This is a full-time position of 37.5 hours per week.
Hiring Salary range - $ 68, $ 74,420 (Step 1 to Step 3 in a 5 step pay band)

Job Responsibilities:
Create and support a culture of high quality clinical data, data entry practices, and performance reporting across EveryMind. Support the integrity, consistency and reliability of data across the organization's clinical information systems (primarily, EMHware) and performance data sources, including the oversight of data entry practices, software upgrades, data quality controls and internal audits. Provide ongoing support to relevant staff, managers, and system administrators across EveryMind and community partners in using EMHware, including the troubleshooting and resolution of day-to-day inquiries, issues and requests. Design, develop and maintain automated queries and reports using business intelligence analytics tools (e.g. Power BI, EMHware Analytics, SQL, Excel, etc.) to support operational, management and funder information needs, decision-making and reporting requirements. Develop and maintain system-level security profiles within EMHware for EveryMind and community partners, including creating users and assigning/revoking appropriate access. Identify clinical performance and system level trends through data collection and analysis to support timely and informed decision-making. Collaborate with clinical management and frontline staff to identify reporting and information requirements, and implement appropriate analytics solutions. On behalf of EveryMind and its role as Lead Agency for Child and Youth Mental Health, upload core service providers' clinical data to the Ministry of Health's business intelligence solution, conduct audits, review error reports and resolve in collaboration with appropriate stakeholder(s). Produce clinical data reports and summaries ad hoc upon request, in a timely manner. Provide consultation and support to staff and management on clinical data collection and quality/integrity processes. Develop and maintain key operational procedures and training documents relating to the agency's clinical information systems and performance reporting infrastructure. Provide consultation and training to management on clinical data interpretation and audit processes, and support corrective action in data practices, as required. Recommend, design and implement improvements to clinical information system interfaces, and review the impact of system updates and changes. Liaise with external vendors (e.g. EMHware) to resolve system issues, suggest system enhancements or to meet a program/clinical need, as required. Support the development of clinical information systems workplans. Liaise with the IT department's database administration expertise around updates and maintenance of the agency's clinical information systems. Provide 24/7 on-call support coverage for the organization's clinical information systems, in conjunction with the IT department's database administration expertise. Ensure all tasks completed are carried out in compliance with relevant legislation and professional standards, and with the organization's policies, procedures, and guidelines. Conduct random privacy audits to identify and report suspicious activity within the organization's clinical information systems, in accordance with guidelines from the Information and Privacy Commissioner of Ontario. Apply Lock Boxes on client records and grant/revoke staff access in accordance with policies and procedures. Maintain proficiency in clinical information systems, business intelligence tools and related software applications through continuing education. Maintain knowledge of funders' data element definitions and reporting requirements/KPIs, including how they connect to the agency's clinical operations and service system performance. Liaise with external stakeholders, professional associations and other institutions regarding data quality and integrity practices, reporting standards and performance monitoring. Skills and Qualifications:
Bachelor's degree in a technical or analytical field (e.g., data/computer sciences, health informatics, statistics) or an equivalent combination of education and experience. A minimum of three years of direct experience in data analysis, database management and/or clinical information systems support. Extensive technical expertise and applied knowledge of business intelligence and analytics tools (e.g. Power BI, Tableau, SQL, etc.) and platforms that support process automation (e.g. Microsoft Power Automate, VBA, Excel scripts, etc.). Child and youth mental health, health care and/or community-based service experience is considered an asset. Exceptional attention to detail and proven ability to manage and prioritize concurrent projects, tasks and data/information requests. Strong problem-solving and troubleshooting skills for computer software and database systems. Demonstrated ability to take initiative and work independently, as well as part of a team. Excellent facilitation, consultation, and interpersonal skills, with the ability to build trusted relationships with a range of internal and external stakeholders. Proven ability in the provision of adult education for software applications or computerized clinical information systems, particularly with inexperienced users. High proficiency across the Microsoft 365 suite of tools (Excel, Word, Outlook, PowerPoint, Teams, SharePoint), search engines and web-based platforms. Demonstrated competence in managing and analyzing large datasets. Excellent oral and written communication skills, with the ability to effectively present, summarize and visualize data findings and information with the audience in mind. Availability for after hours on-call support coverage is required. A valid Ontario driver's license (full G class) is required. A Satisfactory Vulnerable Sector Police Check and Pre-Employment Medical screening (including TB test, MMR, TD, Polio, Covid-19 Vaccination), is required.
