The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $82,000.00 to $103,500.00.
This position is exempt under the FLSA.

About the Position
*****Applicants must currently reside in Arizona or be willing to relocate to Arizona by the time of hire.

Standard Judicial Branch business hours are Monday through Friday from 8 am to 5 pm. This position may offer a hybrid (telework, remote) schedule, depending on the needs of the Judicial Branch.
The Judicial Branch is unable to provide visa sponsorship (i.e. H-1B visa etc.).
The
OnBase System Administrator
will be responsible for maintaining and optimizing the Hyland OnBase enterprise content management system, ensuring seamless access and reliability for court personnel. OnBase is utilized for case management, workflow automation, and secure document storage, and this position will serve as the Court's primary administrator and technical owner of the platform. Duties include managing system upgrades, developing workflows and electronic forms, configuring security, troubleshooting issues, and ensuring integrations with other justice systems function reliably.

Position Qualifications

Education: Bachelor's degree in Computer Science, Information Technology, a closely related field, or another technology-related discipline. Experience:
Four (4) years of related experience in administering, configuring, managing, installing, and troubleshooting server and storage systems. At least one (1) year of direct Hyland OnBase system administration experience. OR
Combined education and experience qualifications:
Other combinations of education and/or experience may be considered in substitution for the minimum qualifications on a year-for-year basis Other Requirements:
Must possess or can obtain by the time of hire, a valid Arizona driver's license. Knowledge, skills, and abilities:
Requires working knowledge of and experience with multiple technical areas across a large- scale enterprise environment in the following areas:
Knowledge of:
Hyland OnBase administration including security, roles, Unity/Thick client, Web client, and Configuration module OnBase workflow automation, E-Forms, and WorkView development OnBase APIs, Application Enabler, and system integrations IT standards in a criminal justice environment Windows server administration Skill in:
OnBase system upgrades, patching, and performance monitoring Capture/scanning configuration, document imaging, and indexing Developing and deploying OnBase E-Forms and WorkView solutions Customer service and escalations, including conflict resolution Overseeing the maintenance of equipment. Ability to:
Develop and maintain comprehensive understanding of OnBase administration tasks including configuration, security, roles, users, managing errors, installations, and upgrades Design, test, and deploy workflows and forms in support of business processes Excellent written and presentation skills Excellent communication skills Strong problem solving, critical thinking, and task-oriented skills Able to advise on and recommend new technologies and configuration improvements Must be able to work with end users across all locations Able to work with minimal supervision Essential Job Tasks

Serve as the primary administrator for the Hyland OnBase platform, including installation, configuration, security, upgrades, and maintenance. Design, test, and implement workflows, E-Forms, and WorkView applications to support Court processes. Coordinate with Hyland and County IT on system upgrades, hotfixes, and patches. Provide tier 2/3 OnBase support for users, escalating to Hyland support as needed. Monitor OnBase performance and proactively remediate issues to ensure uptime and reliability. Document OnBase configurations, workflows, and support procedures, and provide training to staff. Ensure compliance with records management, retention, and security policies for OnBase content. Performs systems and application support at the highest level of technical expertise mostly independently, but occasionally with assistance from other information technology (IT) professionals and premier support services, of systems including, Windows servers, file/print services, VMware, and Active Directory in addition to the backup and storage resources utilized by these systems. Leading strategist for deploying any new systems and road-mapping systems. Manages projects and performs related research, analysis, and requirements gathering. Reviews emerging technologies and participates in determining the future technology direction for the department. Analyzes Return on Investment (ROI) on new software, systems, changes, etc. and provides guidance to leadership Researches and evaluates hardware, software, and best practices for improvements, applicability, and level agreements; and coordinates required service and/or maintenance with applicable vendors Administers, designs, implements, maintains, and modifies computer systems, servers, disk storage systems, SAN's, data back-ups, software applications, security measures, components, and/or databases. Monitors and ensures quality of applicable information technology and its related components Tests developed applications for accuracy, efficiency, and stability. Serves as a lead to staff to include mentoring, assigning and monitoring work and providing direction. May develop and establish framework for developing custom reports to extract information from various systems. Provides technical support and responsible for coordinating the migration of any new or current systems to include documenting the entire process and future procedures. Develops and documents functional specifications and detailed designs for applications and databases from which programs will be coded, tested, and debugged. Troubleshoot and resolve issues and participate in a 24 x 7 on-call rotation as required.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County. This position may be reassigned to other locations. Assignments will be made based upon the needs of the department.
