Job Summary:

Under general supervision, the HR Associate maintains and processes information relating to benefits, employment contracts, hire letters, compensation training, employee and labour relations, performance evaluations and job classifications. The Associate provides administrative support in processing information for College employees, responds to enquiries and provides information to leaders, division chairs, employees, students and the general public. The Associate provides general information on HR processes, procedures, policies, benefit entitlements, collective agreements and guidelines under the guidance of the Team Lead and HR Partners.

Job Description:

Duties & Responsibilities:

  1. Updates, maintains, and audits/troubleshoots employee data in the Human Resource Information System by:

  2. Compiling, documenting, entering, updating and auditing college employee contracts and employment data, benefits, compensation, personal information, employee status, job information, position information and leaves.

  3. Reviewing, confirming and ensuring all information is correctly and timely entered into the Workday HRIS.
  4. Working with payroll staff and other departments to obtain information, clarifying details and making changes to employment and benefit records.
  5. Troubleshooting pay impacting issues in HRIS system.
  6. Preparing or reviewing employment related reports such as monthly increment, seniority listing and staff service reports.

  7. Supports Recruitment activities by:

  8. Conducting or invigilating standard clerical or PC tests.

  9. Drafting and preparing staff and faculty employment offer letters and notification of changes to employment for review and signature by HR Partner or the Manager, including information such as the appropriate salary, benefit, seniority and other entitlement or employment clauses.

  10. Assisting and advising departments with hiring students.

  11. Provides general human resources information and office support by:

  12. Responding to a variety of requests by telephone, e-mail, written correspondence, and in-person enquiries from college employees, students and the general public regarding posting, recruitment, employment, pension, salary, promotion, leaves, benefits and other matters as they arise. Interprets the terms and provisions of the collective agreement and related policies under the general guidance of the HR Partner.

  13. Preparing a variety of form letters, correspondence, memoranda, and reports and providing assistance to the HR Partners and other staff within the department in generating communications.

  14. Receiving, delivering and processing confidential and or sensitive information from employees and referring matters to HR Partners.
  15. Creating, organizing and maintaining recruitment, employee and various office files (paper and electronic).
  16. Providing backup to other Associates on the team as required; e.g. vacation leave, work overload and other occasions.
  17. Assisting with the coordination of orientation sessions.
  18. Performing other related duties as assigned.

  19. Completes employee enrolment and benefits administration by:

  20. Determining employee benefit eligibility in accordance with the applicable collective agreements and benefit plans and policies.

  21. Providing advice to employees and managers regarding benefit entitlements.
  22. Providing assistance to faculty and staff in the completion of various forms such as applications and changes for benefits and leave requests.
  23. Liaising with employees, payroll, benefit insurance carriers, and the Pension Corporation to give/obtain information and resolve issues. May refer difficult problems to HR Partners as required.
  24. Processing Pension requests such as service purchase, transfers and other options as offered by the Pension Corporation.

  25. Assists in employee and labour relations by:

  26. Providing support to the HR Partners in grievance proceedings including, but not limited to, compiling employee files, taking meeting minutes, and drafting confidential correspondence.

  27. Supporting the HR Partners participating on the Bargaining Committee. Duties may include, but not limited to, compiling and verifying data, and researching special topics.
  28. Responding to general enquiries and reviews processes in accordance with collective agreements, policies, procedures and employment guidelines.
  29. Tracking and following-up on probationary period reviews and faculty evaluations.
  30. Monitoring and ensuring seniority calculations are correct.
  31. Identifying and referring difficult matters requiring interpretation to the HR Partners.

  32. Performs other assigned duties:

  33. Assisting HR Partners in completing WCB claim applications and forwarding them to the appropriate party.

  34. Providing information to employees and students regarding the WCB claim process.
  35. Monitors employee absences due to illness and assists with processes to ensure timely employee application for STD and LTD benefits under guidance of HR Partner.

  36. Assisting with special projects related to Human Resources matters.

  37. Assisting in the creation and implementation of HR processes and policies.

Qualifications Required:

Education & Experience:

  • Completion of Human Resources Diploma and a minimum of two years' experience working in a Human Resources position preferably in a unionized environment or an equivalent combination of education, training and experience may be considered.
  • Knowledge of provincial and federal legislation covering Human Resource practises such as the Employment Standards Act, Freedom of Information/Protection of Privacy and Human Rights.
  • Knowledge of and experience with current Human Resource Management practices.
  • Knowledge of and experience with benefits and compensation data and business processes.
  • Knowledge and experience with computer applications and databases with the ability to identify and resolve difficulties with information input and retrieval.
  • Experience working with integrated corporate HRIS such as Workday or similar cloud-based ERP preferred.

Skills & Abilities:

  • Must have organizational and time management skills in meeting deadlines, working under pressure with high volume, working with data, systems, and working with frequent interruptions.
  • Intermediate to Advanced working level with MS Office (including MS Access).
  • Confidentiality in working with employee information and files.
  • Ability to work independently and in a team environment.
  • Strong problem solving skills, quick learner and ability to work within a team environment.
  • Demonstrated customer service skills and ability to provide a wide range of information and advice to internal and external clients. Proven professionalism and discretion at all times.
  • Strong computer skills, including MS office applications with strong skills in MS Excel. Knowledge of Workday an asset.

Compensation beyond the mid-point requires approval by the Public Sector Employers' Council Secretariat (PSEC).
