QualificationsMINIMUM FORMAL EDUCATION/TRAINING:
- A university degree in Human Resources or Business Administration or a recognized Human Resources Management certificate/diploma is required.
- Completion or work toward completion of a CPHR designation is preferred.
EXPERIENCE:
- 3 years directly related experience in Staffing and Human Resource Management required.
- Knowledge of and ability to interpret and apply provisions of the Collective Agreements, internal policies and procedures, and relevant employment and workplace health and safety legislation is required.
- Knowledge of employment practices, Human Rights Legislation and Employment Standards required. Demonstrated supervisory and performance management experience required.
- Previous experience in the development, modification and implementation of office procedures in a collaborative, consultative manner, required.
- Previous experience working in a University environment with knowledge of University policies and procedures preferred.
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Proficient, at an advanced level, in the use of Windows and Microsoft Office applications including: Word, Excel, PowerPoint, MS Teams are required.
- Demonstrated proficiency in human resource information systems is required e.g. VIP.
- Attention to detail and accuracy of same is required. Excellent planning, organizational, and project management skills are required.
- Excellent interpersonal and communication skills (both oral and written) with the ability to communicate with all levels of staff, students, faculty members, government and the public required.
- Ability to develop, train, coach, counsel, plan, delegate, mentor, evaluate, discipline is required.
- Ability to set up and maintain spreadsheets and databases and create reports utilizing and manipulating the data is required.
- Demonstrated ability to work independently andto organize, prioritize and complete complex administrative functions is required.
- Ability to coordinate workflow, identify processes requiring improvement and recommend, develop and implement modifications to improve efficiency or develop and implement new processes as required.
- Ability to demonstrate tact and diplomacy at all times is required.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.
- Participates in ongoing process reviews (formally and informally) pertaining to Human Resources for Facilities, establishing priorities, identifying deficiencies, and recommending, developing and implementing new work methods and office procedures in the interest of efficiency and quality of service.
- In collaboration with managers identifies HR training opportunities for Facilities and collaborates with central Human Resources in the development and delivery of same.
- Initiates and facilitates the annual performance review process for support staff.
- Follows up and/or refers performance issues identified in the performance reviews with supervisor and Human Resources Consultant.
- Initiates periodic review of all support staff job descriptions, ensuring up-to-date and signed copy of each job description is filed with Human Resources.
- Administers HR processes within Facilities, providing advice, direction and training to Managers and Supervisors regarding hours of works, recruitment, orientation of new employees, training recommendation/coordination and performance review protocols.
- Develops a consistent set of Human Resources protocols/procedures, liaising with 300+ employees to ensure that they are understood and adhered to within their area.
- In consultation with HR Consultant, responsible for creating and maintaining all Facilities procedures and policies related to HR
- Creation and revision of job descriptions and organization charts, ensuring that they are kept current.
- Directs and advice concerning appropriate recruitment practices.
- Key contact for Facilities with respect to the recruitment process including posting/advertising position vacancies, accepting applications for employment; creating ranking sheets; coordinating the interview process, following-up with those who are short-listed, communicating hiring decisions to central HR and sending the recruitment packages to central HR.
- Conduct interviews.
- Ensure orientation of new employees, organizing and/or conducting training for new and existing employees, evaluating employee probation/ trial performance is completed.
- Maintains orientation manual for Facilities.
- Ensure that revisions to policies and procedures are communicated to departments in a timely manner.
- Provides advice to supervisors/managers concerning appropriate recruitment practices.
- Provides advice and assistance in creating/editing job descriptions in coordination with Human Resources Consultant.
- Receives and reviews all position descriptions submitted for Classification and Classification Review, seeking appropriate approvals and submitting to central HR.
- Participates in the Director/Manager committees to provide guidance and information on all University HR policy and procedures.
- Initiates investigations/ fact finding related to staff concerns/complaints in consultation with central HR personnel.
- Responsible for ensuring that documentation of all support staff disciplinary processes is compiled and filed.
- Acts as a liaison to Human Resources Department University of Manitoba discussing and consulting on all support staff issues related to UM-AESES/ UNIFOR Collective Agreements.
- Provides coaching/counseling services to employees in support of a respected work environment.
- Assists Director, Managers and Supervisors in the administration of the Attendance Management Program in consultation with Human Resources Consultant.
- Establishes priorities to develop a consistent set of HR policies, makes recommendations to the AVP Admin and liaises with members to ensure the recommendations are carried out in their areas.
- Communicates and builds effective working relationships with a broad range of stakeholders with numerous other external stakeholders.
- Other HR projects as assigned.
- Oversees and conducts or participates in organizational reviews and develops workplace solutions.
- Maintains and updates the procedures manual for this position.
- Assists other staff during peak periods and absences.
- May be required to perform related duties not exceeding skills and capabilities as required.
