Overview:
The Director, Project Controls FRTP is responsible for strategic leadership and oversight of the Project Services functions on the Fraser River Tunnel Project. This includes directing all TI Corp Project reporting and Project change management to ensure Project baselines are managed and work is only performed on approved scope, within approved budget, and within the approved schedule. The position demands strong leadership capabilities, strategic thinking, and a collaborative approach to managing relationships with the colleagues, contractors, stakeholders, and consultants, all while driving the successful delivery of the project. This position is embedded in the project team for daily operations and reports to the corporate Executive Director.

Key Accountabilities:
Provides strategic direction, guidance and operational oversight of the project services functions on the Project, including project controls, planning & scheduling, document control and cost and risk management.
Ensures the development, management, and implementation of best practices policies, processes and tools to measure the Fraser River Tunnel Project's performance, including automated reporting and data analytics, in alignment with corporate practices
Participates as part of the senior project leadership in developing and managing critical relationships with key stakeholders, contractors, and consultants, managing expectations, and overseeing action taken as it relates to project controls.
Oversees the development and management of project performance management including, budgeting, forecasting, analysis and reporting protocols for the Project.
Leads the communication of project performance including preparing and presenting project performance reports to the Project team, senior management, and alliance partners.
Leads the design and implementation of change management procedures tailored to the Project and contract model.
Oversees the implementation and maintenance of the Project's Earned Value Management plan to measure project performance, identify variances, and inform accurate forecasting.
Accountable for ensuring the adherence to all contract conditions regarding Project Controls requirements, project set-up, monitoring and close-out.
Provides advice and expertise to Commercial and Procurement teams on subcontractor claims assessment, client claims development, negotiations and dispute resolutions.
Provides advice and expertise to risk owners in establishing, implementing and tracking mitigating actions and contingency plans.
Establishes quantitative schedule and risk analysis (QSRA) cadence; oversees QSRA and articulates the results and variance analysis to Project leadership.
Builds and fosters partnerships with Project Executive and Project discipline leads to support strategic decision-making and ensure the execution and delivery of the Project on time and within budget.
Establishes and maintains strong partnerships with Contractor counterparts.
Manages consultants through contract development, evaluation, and performance of the work, including assignment of work, performance management, and integration on the project team.
Leads, coaches, and mentors a team of Project Services staff specializing in planning, scheduling, cost control, document control, change management, and risk managed by providing strategic and technical leadership and managing recruitment, assignment of work, development and evaluation of performance expectations, career guidance, approvals of leave, and performance management.
Oversees the establishment, implementation, and optimization of project controls software and digital platforms for the Project (e.g., Primavera P6, Power BI, PMWeb).
Qualifications:
Degree in Civil Engineering or Construction Management and extensive experience managing scope, schedule, budget and construction for large capital infrastructure projects, or an equivalent combination of education and experience.
Preference may be given to applicants with a cost management accreditation.
Broad knowledge of project control disciplines and concepts including planning/scheduling, cost estimating, cost control, change management, financial and project accounting processes, risk management commercial, procurement and contracts.
Experience in the supervision of staff including directing and assignment of work and providing performance management and development.
Excellent knowledge of project management approaches and design/build project methodology.
Excellent verbal and written communication skills and demonstrated ability to present complex construction topics to diverse audiences.
Working knowledge of MS Office applications (Excel, MS Project, Word), Acumen Fuse Suite, TILOS, and any relevant scheduling software.
Skilled in the use of Primavera P6 scheduling software.
Strong interpersonal, written and verbal communications skills and, attention to detail.
Successful completion of security screening will be required as a condition of employment with TI Corp.
