Position Summary
The Manager, Planning Services, supports the Superintendent of Planning and Operations in the administration of short and long-term planning objectives for the board. The Manager, Planning Services makes recommendations on a variety of planning related matters to support the system directives of the board in alignment with board policies and procedures. Manages the development of reliable planning information and statistical data for use by the board, including but not limited to the development and implementation of the Long-Term Facilities Master Plan, Education Development Bylaw, accommodation strategies, and capital submissions to the Ministry of Education. The Manager, Planning Services, will liaise with various internal and external stakeholders regarding all types of planning-related matters and matters of mutual interest and respond to student population fluctuations within the Board's jurisdiction through the management of student accommodation through classroom shuttering, temporary accommodation, boundary reviews and pupil accommodation reviews, all while managing the work program of the department.
RESPONSIBILITIES (but Not Limited To)
Provide leadership and expertise on enrolment projections, accommodation planning, and land use planning initiatives.
Develop and manage the preparation and presentation of the board's Long Term Facilities Master Plan (LTFMP).
Manage the collection, analysis and reporting of enrolment data.
Formulate and recommend accommodation strategies with respect to new schools, boundary adjustments, programs of choice, regional schools and programs, pupil accommodation reviews, joint-use, and community partnerships.
Lead the review of the Education Development Charge By-law
Identify strategies to provide an increased efficiency in facility use system-wide and that is aligned with program needs to support student achievement and well-being.
Facilitate the classroom shuttering program.
Identify and resolve planning related issues.
Represent the Board and present at various public sessions, municipal/regional meetings, Ministry meetings and other provincial Committee meetings.
Liaise with internal and external stakeholders (Executive Council, Trustees, supervisory officers, school administration, other DPCDSB departments, legal consul, coterminous school boards, Ministry of Education, development community, municipal and regional staff, community partners, and the public) regarding all types of planning related matters and matters of mutual interest.
Represent the interests of DPCDSB, as required, at Ontario Land Tribunal (OLT) hearings as an expert witness.
Lead the preparation and development of business cases for capital funding submissions and requests for the construction of new schools, additions, childcare centers, retrofits and temporary accommodation.
Recommend capital priorities for approval and submission to the Ministry of Education.
Present school boundary and alternate accommodation proposals at community and public open house meetings.
Prepare committee and board reports for information and action on all planning and accommodation related matters.
Notify the system of accommodation changes.
Manage the selection and appointment of childcare operators through an RFP process including the preparation of tender documents, review and analyze bid submissions, coordination of the Selection Committee, and recommend approval on successful operators.
Manage the board's property portfolio through the review of property leases, licenses, and operating & service agreements with childcare agencies, community partners, joint-use partners, and third-party landlords.
Oversee the reservation, acquisition and disposition of school board properties in accordance with approved policies and government regulations.
Lead negotiations with developers, landowners and planning officials related to the acquisition, sale, lease and expropriation of schools and school sites, including purchase price, site conditions, closing dates, servicing and/or engineering issues.
Coordinate the shuttering of classrooms to align with board's energy management plan by reducing energy consumption, and overall operating and maintenance costs.
Facilitate the Pupil Accommodation Review process through the review and analysis of closure scenarios, preparation of background data and reports, and engagement with the Pupil Accommodation Review committee.
Facilitate development and review of policy documents related to pupil accommodation, site selection, community partnerships, enrolment management, and childcare.
Oversee the Municipal Elections process on behalf of the Director of Education for Catholic School Board Trustees for DPCDSB, in the year of a regular municipal election and in accordance with Ontario Regulation 412/00 of the Education Act and the Municipal Elections Act, 1996 (MEA);
Review and analyze the impacts of Ministry of Education initiatives on existing and planned DPCDSB facilities;
Commission, liaise, coordinate and supervise the preparation of professional consultants' work required for various planning related projects (i.e. soils consultants, appraisers, EDC consultants, ESRI software consultant, architects).
Develop department priorities, areas for improvement and cross-departmental processes to ensure alignment with DPCDSB's Strategic Plan.
Review all documents prepared by Planning staff prior to submission to executive council, trustees, community partners, public, to ensure accuracy as well as compliance with policies and procedures.
Manage the work program and supervise the daily activities of the Senior Planner, Planner, GIS Planner, Projects Officer, and Department Secretary.
Establish timelines for projects and set quality of work expectations.
Provide advice, input, and support to Planning staff on various matters.
Conduct performance reviews for staff.
Participate in the recruitment of both professional staff and unionized staff for the department, including the preparation of a business case.
Monitor annual Planning Department budget.
Education/Qualifications
University degree in a Planning-related discipline (e.g. Urban and/or Regional Planning, Environmental Studies, Geography), or a related field.
Minimum of 10 years of demonstrated progressive planning experience, preferably in a school board or public sector setting with practice in land use planning and demographic analysis.
Supervisory experience is an asset.
Membership, or eligibility for membership, in the Ontario Professional Planners Institute and the Canadian Institute of Planners is an asset.
Skills/Additional Experience
Extensive working knowledge of relevant legislation.
Extensive working knowledge in facility planning, particularly in the development of short-term and long-term strategies for student accommodation.
Excellent reading, writing, and oral skills, to interpret and address complex and sensitive information such as contracts, financial information, and legal documents.
Excellent strategic planning, issues management, and analytical problem-solving and negotiation skills.
Strong leadership experience.
Ability to exercise considerable independent judgment, tact, and sensitivity in dealing with internal and external contacts.
