Responsibilities
PRIMARY PURPOSE
The Senior Project Controller – Cost is the organizational lead for cost management across TransLink's capital delivery portfolio, supporting strategic planning and execution of major programs. This role is accountable for establishing and advancing cost control standards, systems, and reporting frameworks that enable proactive financial oversight, strategic investment planning, and executive decision-making.
Operating within the EPM-Control function, the incumbent plays a pivotal role in implementing and optimizing the Cost module in the Project Management Information System (PMIS), ensuring seamless integration with earned value, schedule, and risk disciplines. By embedding cost controls into all phases of project delivery—from early estimates through closeout—and aligning with funding governance processes (AiP, SPA, PCA), the role ensures financial accountability, audit readiness, and long-term portfolio sustainability.
Key Accountabilities
Lead the development, standardization, and governance of cost control practices across the Engineering Division, ensuring full integration with scope, schedule, risk, and funding frameworks. Establish and maintain cost control structures within the PMIS, aligning with financial systems, earned value metrics, and stage-gate funding protocols to support a capital portfolio exceeding $9 billion annually.
Produce and present portfolio-level cost performance reports, cash flow projections, and Estimate at Completion (EAC) forecasts to inform executive oversight, long-term investment planning, and risk-adjusted funding decisions.
Evaluate contractor invoices, change orders, and progress claims for compliance with approved scope and budgets; advise on cost impacts, resolution strategies, and financial risk mitigation.
Partner with Project Managers, Schedulers, Risk Specialists, and Finance teams to align cost controls with delivery plans, procurement strategies, and stakeholder reporting needs.
Provide cost inputs and risk-adjusted budget recommendations to support stage-gate decisions (AiP, SPA, PCA), contingency drawdowns, and re-forecasting exercises.
Lead the development of cost-related content in RFPs and contracts, including pricing assumptions, cost breakdown structures, and performance thresholds.
Drive the evolution of cost control methodologies, templates, and reporting tools within the Project Controls Framework, incorporating industry standards and lessons learned.
Ensure financial accountability, audit readiness, and compliance with internal and external reporting requirements; serve as the cost subject-matter expert during audits and capital program evaluations.
Provide mentorship and functional leadership to junior and intermediate cost control staff; foster organizational excellence through training, coaching, and process guidance.
Contribute to enterprise portfolio reviews by aggregating cost insights across programs and advising on funding utilization, inflation impacts, escalation strategies, and financial risk exposure.
Qualifications
EDUCATION AND EXPERIENCE
The competencies of this position would typically be acquired through completion of bachelor's degree in engineering, Construction Management, Business, Finance, or a related discipline, plus minimum 8 year of progressively senior experience in cost control, forecasting, and financial analysis for large, complex capital or infrastructure programs. PMP certification is required (or in active progress at time of hire); Professional Engineering (P.Eng.) or CPA designation is considered a strong asset. Professional certifications such as AACE CCP, EVP, PSP, PMI-RMP, or PMI-SP are considered strong assets.
Other Requirements
Demonstrated leadership in configuring and managing the Cost module within Oracle Primavera Cloud (OPC) or equivalent project controls platforms, including cost breakdown structures, baseline tracking, and reporting integration.
Advanced knowledge of earned value management (EVM), contingency planning, cost-risk alignment, and long-range forecasting in a multi-project environment.
Proven ability to support and influence funding decisions at key governance stages (AiP, SPA, PCA), through development of risk-adjusted cost projections and investment readiness assessments.
Experience in public-sector capital delivery environments with multi-year funding models, audit oversight, and cross-functional reporting requirements.
Advanced knowledge of project management principles and earned value management (EVM), with a strong ability to link cost performance to project delivery outcomes.
Deep understanding of the interdependencies between cost control, scheduling, estimating, and risk management, with a focus on integrated planning and decision support.
Advanced expertise in cost control frameworks, including development and application of cost breakdown structures (CBS), work breakdown structures (WBS), and alignment with scope and schedule baselines.
Strong analytical and financial modeling skills, with the ability to assess trends, identify emerging cost risks, and develop mitigation strategies across programs and portfolios.
Excellent verbal and written communication skills to prepare executive-level reports, translate financial data into insights, and engage stakeholders across technical and non-technical domains.
High proficiency in cost control tools, Oracle Primavera Cloud (OPC), Excel, and Power BI; experience integrating OPC with enterprise financial reporting systems is a strong asset.
Superior organizational and time management abilities, with demonstrated success managing high-volume, time-sensitive deliverables across multiple concurrent projects.
Collaborative and solution-oriented mindset, with the ability to lead conversations, influence cross-functional teams, and maintain rigor in a dynamic, high-performance environment.

37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
The salary for this position ranges from $100,080 - $150,120 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
