Primary Duties
The Supervisor, Infrastructure Planning leads the technical team responsible for long-term infrastructure planning and capital program development for water, wastewater and gas assets. The incumbent will oversee master planning, asset management planning, development charge reviews and conceptual project identification, ensuring decisions are grounded in sound engineering principles. They will support development approvals, guide hydraulic modeling and advance condition assessment programs to ensure consistent, data-driven infrastructure planning.
Major Responsibilities:
1.Lead the technical team responsible for long term infrastructure planning including master planning, development charge reviews and asset management planning.
2.Ensure infrastructure planning activities are aligned with corporate climate action goals and the enterprise asset management program.
3. Identify, analyze and develop conceptual designs for required infrastructure works for handover to the Project Delivery/Design and Construction teams.
4. Actively promote and lead the incorporation of risk and condition-based asset renewal decisions.
5. Develop and manage short, medium, and long-range capital plans and prepare associated budgets for approval.
6. Review procurement documents for engineering and contracted services.
7. Provide leadership in the development approvals process, ensuring a consistent approach grounded in sound engineering principles and guidelines.
8. Ensure all work is aligned with provincial and municipal development guidelines and participate in the continuous improvement of utility specific guidelines.
9. Ensure processes and procedures are developed and followed to monitor capacity within the utility systems.
10. Assist and guide staff in managing complex development applications requiring innovative and creative problem solving, including direct collaboration with the City of Kingston Planning Services management.
11. Provide leadership and support for all hydraulic modeling activities, overseeing the development, maintenance and application of water, sewer and gas models.
12. Use modeling tools and outputs to support capacity allocation, preliminary design and evidence-based infrastructure planning decisions.
Education, Certification and Other Qualifications Required
1. Bachelor's degree in Engineering (Civil, Environmental, Water Resources) and P.Eng preferred, candidates with a college diploma and C.E.T. will be considered where supported by substantial related experience and demonstrated competencies
2. PMP an asset
3. 5-8 years' experience in a municipal infrastructure planning environment
4. Class G drivers' licence

4. Strong ability to review, understand and synthesize Act, Regulations and By-Laws as they apply to utility infrastructure planning
5. Intermediate project management skills
6. Intermediate O365 skills
7. Basic skills utilizing hydraulic modeling software
8. Intermediate knowledge of utility/municipal infrastructure system planning processes including asset management principles and the municipal class EA process
9. Intermediate knowledge of water, wastewater and/or gas system regulations, design principles and standards
10. Intermediate knowledge of the land development approvals process including knowledge of Ontario's land use planning framework and relevant policy statements under the Planning Act
11. Intermediate knowledge of hydraulic systems, modelling and system planning
12. Intermediate knowledge of public procurement processes and methods
13. Intermediate knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements
14. Basic knowledge of the Employment Standards Act
