The Opportunity
Reporting to the Director, Community Services, the Facilities and Administration Manager is responsible for the overall management of activities, operations, and staff of multiple recreation facilities and programs.
Accountabilities
Accountable for the overall operation of recreation facilities, ensuring they are safe, efficient, and fully functional.
Oversee daily facility operations, maintenance, staffing, scheduling, and service delivery to support high quality recreation experiences.
Select, supervise, monitor and evaluate staff within the recreation facilities and other areas within the Department as required.
Responsible for the City's recreation facilities budgeting, including; preparation of budget submissions, tracking of expenditures and revenues, recommending fee levels and developing business cases and/or additional resources.
Ensure effective marketing and promotion of programs, services, and initiatives.
Negotiate contracts and manage lease agreements with outside organizations servicing or using the facilities.
Develop, implement, and evaluate internal policies and procedures.
Represent the Department and City on various internal/external Committees and initiatives.
Other duties as assigned by the Director, Community Services
The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications
Education
Graduation from a recognized university with a Bachelor's Degree or higher in Physical Education, Recreation, Business or a related discipline
Experience
Minimum of seven (7) years' experience in program and recreation facility operations, at least five (5) of which must be in a supervisory capacity.
Other
Must have excellent oral, written and communication skills, strong analytical and organizational skills.
Must have the ability to deal with the public in a tactful and diplomatic manner.
Must be knowledgeable in budget preparation, monitoring, and management.
Recreation facility management experience in the public sector is considered an asset.
The ideal candidate will have demonstrated management experience in diverse work environments that include both unionized and non-unionized employees.
A valid Class 5 driver's license and access to a vehicle is required (Proof of Business Insurance must be submitted upon hire).

Physical Requirements
This position is classified as safety sensitive. The City of St. John's has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory pre-employment requirement.
Hours of Work
Monday to Friday 9:00AM to 4:30PM
