Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Capital Projects Group Rapid Transit Office is looking for a Lead Quality that will lead the quality assurance at a project level regarding the assigned delivery project. This indivudal will be responsible for producing detailed quality assurance reports for the project(s) as required within the reporting cycle and performing a training role to implement the project's quality management system. Coordinates with other project controls and project management leaders of the project(s), ensuring the agreed quality management system policies, plans, processes and procedures are consistently adhered to. Supports the (Integrated) Project Delivery Teams and Manager, CPG Program Quality Assurance, to deliver the projects safely, on time, on budget and to an agreed level of quality determined by the project's design.
What will I be doing?
Leads a comprehensive quality audit program for the project for the assigned project delivery team, including internal and external audits based on the project risk criteria, conducting and/or participating in audits, and attending contractor internal audits.
Responsible for the Project Quality Management Plan detailing the applicable processes from the CPG Quality Management System to meet the project objectives, consistent with CPG strategy and objectives and in alignment with the (Integrated) Project Delivery Team and Manager, CPG Program Quality Assurance.
Responsible for drafting the assigned project's Project Quality Assurance Plan for approval by Project Leadership, drawing on the available processes in the QMS as applicable to the objectives and lifecycle position of the project.
Responsible for the identification, development, analysis, amalgamation of trends, distillation of insights, reporting of quality metrics, and management of agreed-upon key performance indicators for the assigned project, including quality management system performance.
Works strategically, develops and cultivates key relationships with a vast number of internal and external stakeholders, including but not limited to contracted parties, government, agencies and/or communities to aid in successfully delivering the Project Quality Assurance Plan.
Participates proactively in project delivery management meetings, presentations, committees, and quality management functional meetings, presentations, and committees.
Supports project delivery and organizational initiatives on time and within budget.
Supports a culture of continual improvement for an environment of high service standards and timely delivery.
Recommends change to policy, plan, process procedures or standards for continual improvement and to advance excellence in project management practices.
Organizes work assignments and delegates tasks, oversees progress towards established project delivery team goals for adherence to timelines and coaches the quality assurance staff as needed to ensure the quality and consistency of work.
Acts as the subject matter expert in providing consultation, advice, and day-to-day guidance regarding quality assurance requirements and processes.
Oversees contractor quality performance across all delivery partners, ensuring compliance with contractual requirements, technical specifications, and alliance governance frameworks.
Manages the full lifecycle of Non-Conformance Reports (NCRs) including investigation, root cause analysis, corrective action implementation, and closure verification with contractors.
Supports construction quality surveillance, field inspections, and readiness reviews to confirm works meet design intent and regulatory requirements.
Ensures quality documentation (ITPs, test results, inspection records, handover dossiers) is complete and audit-ready for contractual closeout.
What Skills and Qualifications Do I Need?
Degree in an applicable or relevant field
Demonstrated Experience in quality assurance
Demonstrated experience working within P3, Alliance, Design-Build, or Integrated Project Delivery models
Strong expertise in managing contractor compliance, including audit findings, NCR trends, corrective actions, and performance reporting.
Knowledge of construction quality control processes such as Inspection & Test Plans (ITPs), hold/witness points, and field verification methods
Relevant Quality Assurance qualification from a recognized Institution ISO 9001:2015 Lead Auditor Certificate, P.Eng, ASQ, PMP designation are assets
Demonstrable exceptional technical skill in quality assurance including the creation and delivery of detailed Project Quality Assurance Plan
Highly skilled in quality assurance theory, principles and practice
Comprehensive understanding of broader project management theory, principles and practice
Strong leadership skills to motivate a team, set high standards and clear expectations, manage expectations and outputs
Highly articulate with practiced presentation and facilitation skills
Excellent people skills and ability to communicate / interface effectively across the organization and external stakeholders
Exceptional attention to detail with excellent verbal, written, presentation and communication skills and confident leading meetings of diverse and potentially numerous members
Demonstrable experience of successfully managing competing objectives of external and internal stakeholders and recognizing materiality
