ORGANIZATIONAL BACKGROUND

The Mental Health Commission of Canada (MHCC) is a non-profit organization created to focus national attention on mental health issues and to work to improve the health and social outcomes of people living with mental illness.

The Commission is seen as a leader nationally and internationally in several areas. Building upon the work done to date, the core mandate, and the unique position of the Commission, and guided by Changing Directions Changing Lives: The Mental Health Strategy for Canada, the Commission will focus in the areas of substance use, suicide prevention, population-based initiatives, and engagement. This prioritization will enable the Commission to be successful in meeting its mandate, staying focused, and having a measurable impact for those living with mental illness and their families and caregivers.

POSITION OVERVIEW

Self-paced and virtual learning are a core element of our strategy to maximize the number of people participating in mental health resiliency, helping, and awareness courses. To that end, we have a bespoke LMS in place and with our E-Learning Team Lead leading the way, the E-Learning Systems Specialist will design, develop, and implement the LMS functionality and accessibility necessary to ensure consistent user experiences, effective back-end integration with other systems, and meaningful interaction with both colleagues and participants. This role is essential in maintaining the effectiveness of the Learning Management System. It involves a mix of system design, software development, system integration, user support, and supporting the e-learning strategy.


RESPONSIBILITIES:
  • Ensure the day-to-day operation and functionality of the Learning Management System, including system updates, troubleshooting, and issue resolution.
  • Provide user email support, including technical assistance, guidance, and training to colleagues, facilitators, and course participants to ensure a smooth learning experience.
  • Design and develop custom software solutions and integrations (including plugins, API modules, and automation scripts) to extend platform functionality, automate workflows, and support evolving business and program requirements.
  • Design, build, and maintain REST API integrations between WordPress, custom web applications, and Salesforce, including data mapping, data synchronization workflows, validation logic, and error handling processes.
  • Write and maintain scripts and automation routines to synchronize LMS data with external systems and improve reliability of data flows.
  • Maintain and customize reporting tools that integrate with system APIs to fetch, process, and display data for internal reporting and analysis purposes.
  • Implement secure authorization mechanisms for custom endpoints, ensuring compliance with data access controls and privacy standards.
  • Identify opportunities for improving the LMS functionality, features, and user experience. Propose, plan, and implement upgrades or new modules as needed.
  • Create and maintain documentation on LMS processes, best practices, and user guides to facilitate efficient system usage.
  • Troubleshoot complex technical issues across multiple integrated platforms (WordPress, LearnDash, Salesforce, custom code) and resolve root causes to reduce recurring support load.
  • Collaborate with technical stakeholders, Salesforce specialists, and internal business units to translate operational requirements into practical technical solutions.
  • Maintain internal technical documentation for integrations, APIs, custom features, and development standards for ongoing knowledge transfer and continuity.

QUALIFICATIONS:

  • A Bachelor's degree or equivalent experience in a relevant field, such as information technology, software development.
  • Demonstrated experience with Learning Management Systems, including administration, maintenance, and user support.
  • Proficiency in PHP, HTML, Javascript, CSS and mySQL development.
  • Familiarity with CMS & LMS platforms (e.g., WordPress, Moodle, LearnDash) and proficiency in related technologies, including mySQL databases.
  • Familiarity with LMS platforms (e.g., LearnDash, Moodle) and proficiency in related technologies, including SCORM and Tin Can API (xAPI).
  • A strong background with WordPress development
  • Familiarity with adhering to W3C web interoperability and accessibility standards
  • Experience with WordPress and WooCommerce, APIs, Salesforce integrations, and PHP/MySQL development.
  • Comfort working with LMS platforms and standards such as SCORM and xAPI
  • Familiarity with Salesforce an asset.
  • Proficiency working with Application Programming Interfaces (APIs) an asset.
  • Strong analytical and problem-solving skills to troubleshoot and resolve LMS-related issues.
  • Experience with building tests and managing continuous deployment.
  • Excellent communication skills to provide effective support and guidance to LMS users and collaborate with cross-functional teams.
  • Ability to manage projects related to LMS enhancements and improvements, ensuring they are completed on time and within budget.
  • A collaborative mindset to work closely with the E-Learning Team Lead and other stakeholders.
  • A commitment to ensuring the quality, accuracy, and security of e-learning content and the LMS.

PHYSICAL/COGNITIVE DEMANDS
  • Moderate to high periods of time spent in meeting type setting. 
  • Extended visual requirements (6 plus hours) due to computer related work
  • Potentially extended periods of time spent in sitting position (computer work, etc. 5 plus hours)
  • High requirement for multi-tasking and effectively dividing attention to numerous duties and responsibilities
  • High degree of concentration required.

  • Low level exposure to both extended travel requirements (up to 5% and greater at times) 
  • May be required to periodically work beyond 7.5 hours a day based on the needs of the organization

  • Must be able to work effectively from home temporarily or as needed; including the availability of reliable internet and working environment (desk, chair etc.); please note that the Commission does not reimburse for internet, utilities or other home office type expenses including desks, chairs etc.
