Job Summary: The ASP Regional Compliance Manager (RCM) is responsible for implementing, managing, and monitoring safety programs, policies, and procedures that meet all Transport Canada (Transportation of Dangerous Goods - TDG) and Occupational Health and Safety (OHS) requirements, as well as federal (CEPA) and provincial environmental regulations, in a manner consistent with Airgas policy.
Key Responsibilities
● Coordinate and manage the Airgas Health, Safety & Environmental (HSE) Management System for assigned facilities, conduct required audits to identify hazards, and recommend corrective measures to management teams.
● Monitor the Management of Change (MOC) process for locations and ensure timely closure of records.
● Track the location's Critical Safeguards and Preventative Maintenance (PM) program to ensure plant maintenance is documented.
● Formulate safety policies in compliance with federal, provincial, and local regulations to improve safety culture.
● Develop and maintain compliance permits and renewals such as Environmental Emergency (E2) Plans, NPRI (National Pollutant Release Inventory), and provincial waste management permits.
● Lead and manage the WHMIS (Workplace Hazardous Materials Information System) program and ensure compliance with the Hazardous Products Regulations (HPR).
● Manage safety training and Observations, including all Airgas and TMS training requirements.
● Serve as the Safety Liaison for ASP Field Service at customer job sites.
Are you a MATCH?Required Qualifications
● Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field.
● Minimum of five years of experience in safety management roles.
● Professional designation such as CRSP (Canadian Registered Safety Professional) or ROH (Registered Occupational Hygienist) is preferred.
Preferred Qualifications
● Excellent verbal and written communication skills.
● Working knowledge of Transport Canada (TDG), Health Canada (WHMIS), Environment and Climate Change Canada (CEPA), and provincial OHS rules and regulations.
● Knowledge of Canadian Environmental Emergency (E2) Regulations (equivalent to U.S. RMP) and Process Safety Management (PSM) standards.
● Knowledge of Transport Canada Rail Safety and Security regulations.
● Excellent time management skills and the ability to meet deadlines.
● Ability to read and interpret scientific journals, technical documents, and legal documents.
● Must be willing to travel up to 50%.
● Must be bilingual in English and French (spoken and written) in order to collaborate with teams through out Canada.
