Title Manager, Facilities Operations Job Status Regular Full Time (Exempt) Position Overview

The Corporate Services Department – Civic Facilities Division is looking for a Manager, Facilities Operations to be a strategic leader responsible for keeping our civic facilities safe, functional, and future-ready. This role blends hands-on operational expertise with people leadership, overseeing maintenance, construction, and renovation activities while ensuring facilities meet safety standards, budget expectations, and community needs.
Responsibilities
Reporting to the Director, Civic Facilities, you will lead all aspects of facility operations and maintenance, directing the upkeep of buildings, grounds, equipment, and critical systems while ensuring safe, reliable day-to-day operations. This role is responsible for preparing and managing operating and capital budgets; hiring, training, and supervising in-house staff; and overseeing vendors and contractors. The Manager ensures compliance with occupational health and safety regulations, fire codes, and internal policies, including emergency preparedness. In addition, the position oversees renovations, new construction, and efficiency initiatives, while driving long-term strategic planning related to facility needs, space utilization, and energy management.
Some Key Duties Include
Scheduling preventive maintenance and inspections.
Responding to and resolving facility-related issues and emergencies.
Managing contracts for services like cleaning, security, and landscaping.
Liaising with senior management, safety departments, and external stakeholders.
Allocates office space according to needs.
Reviews utilities consumption and strives to minimize costs.
Manages monthly or periodic inspections of building systems, i.e., HVAC, electrical distribution, Fire Alarm and other building systems. Prepares reports of recommended corrective action.
Requirements
The successful candidate will have a minimum of seven years of experience in a facilities management role, with a strong background in construction and/or property management. A Bachelor of Science or technical degree in Construction, Property Management, or a related field is considered an asset, as is a relevant trade certification or an equivalent combination of training and experience.
Knowledge of AutoCAD is also considered an asset. This position requires demonstrated knowledge of construction planning, mechanical and electrical systems, building controls, fire protection, security systems, and building automation systems. The candidate must have the ability to lead coordination meetings, actively facilitate progress, and achieve scheduled operational goals. Strong relationship-building skills are essential, including the ability to respond efficiently to customer requests, work cooperatively with internal administrative teams, and effectively engage with customers and contractors to reach mutually acceptable outcomes. Proficiency in MS Excel, MS Word, and MS Project is required, along with excellent verbal and written communication skills.

Compensation
We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $119,964 – $141,132 annually (2024 rates). Salary offered will be commensurate with education, experience and internal parity.
