Marinus Services ULC is seeking a Terminal Operating Systems Project Manager. The TOS Project Manager – IT is responsible for providing technical, operational, and project-based support for the Terminal Operating System (TOS) and its integrated applications across Marinus client terminals. This role ensures reliable system performance, accurate data management, and seamless coordination between terminal operations, IT infrastructure teams, and system vendors (including Kaleris).
Reporting directly to the Director of Terminal Operating Systems, the TOS Project Manager plays a key role in maintaining system stability, supporting upgrades and enhancements, and driving continuous improvement initiatives to increase terminal efficiency, automation, and service quality. This role is office-based in Halifax, Nova Scotia.
Key Responsibilities
NAVIS N4 SYSTEM OWNERSHIP & SUPPORT
Own and manage the Navis N4 TOS platform, ensuring high availability, performance, and operational stability across all client terminals.
Provide Level 1 and Level 2 support for Navis N4 and related systems (XPS, ECN4, OCR, EDI, VMT).
Monitor system health, daily performance, and operational workflows to ensure uninterrupted terminal operations.
Troubleshoot system and operational issues, escalating to the TOS Director or Navis Support as required.
Review system logs, investigate errors, and identify potential performance issues.
Maintain system master data, including equipment, vessels, yard configurations, and operational code lists.
INCIDENT & CHANGE MANAGEMENT
Participate in incident response activities, including investigation, troubleshooting, and Root Cause Analysis (RCA).
Lead or support controlled change management processes in coordination with Marinus clients.
Document incidents, corrective actions, and preventive measures to improve long-term system stability.
Support urgent live operational discovery sessions when critical issues arise (as required).
OPERATIONAL SUPPORT
Support live terminal operations, particularly during system disruptions or high-impact operational periods.
Collaborate directly with terminal users during real-time issue resolution.
Provide technical guidance during operational exceptions involving Gate, OCR, Yard, Vessel, and Rail workflows.
ENVIRONMENT SCOPE & RELEASE COORDINATION
Participate in and coordinate testing across Development, QA, UAT, and Production environments.
Validate configuration changes and code deployments before production release.
Support release planning, rollback strategies, and post-deployment validation activities.
CONFIGURATION MANAGEMENT
Manage Navis N4 configurations, including event types, workflows, flex fields, roles, code extensions, and user privileges.
Ensure system configurations align with operational requirements, governance standards, and industry best practices.
Maintain master data including equipment, yard configurations, vessels, services, and operational rule sets.
Perform regular maintenance on configuration files, system parameters, and operational rule sets.
Manage user accounts, permissions, and access levels, ensuring compliance with security and audit requirements.
Ensure system configurations meet operational needs and align with Marinus standards.
CUSTOM DEVELOPMENT & INTEGRATION
Identify process gaps within TOS workflows and improve operational efficiency through controlled custom development.
Design and implement technical solutions including:
Groovy scripting across N4, N4 Billing, ECN4, and ECN4 Web
Custom validations and workflow automation
REST and SOAP-based third-party integrations
Ensure seamless integration between N4 and external systems including OCR, Gate systems, Billing platforms, BI tools, and Customer Portals.
Review Business Requirement Documents (BRDs) and functional specifications.
Propose Navis-based technical designs and provide implementation guidance.
Participate in code reviews, technical design validation, testing, and deployment processes.
REPORTING & PERFORMANCE MANAGEMENT
Develop operational and management reports using Navis entities and SQL-based reporting.
Optimize queries and reporting performance to minimize system impact.
Monitor system health, database performance indicators, and operational bottlenecks.
Proactively recommend performance and workflow improvements.
EDI MANAGEMENT
Design and maintain custom EDI mappings and manage version control.
Monitor and manage EDI sessions, transmission logs, error handling, and reprocessing strategies.
Ensure reliable and secure data exchange between terminal systems and external trading partners.
Validate compliance with shipping line and regulatory messaging standards.
GOVERNANCE, SECURITY & COMPLIANCE
Ensure TOS configurations and custom developments comply with governance frameworks and security best practices.
Manage user roles, privileges, and access rights in alignment with audit and compliance requirements.
Support regulatory and operational compliance initiatives.
Maintain documentation standards for audit traceability.
TEAM, VENDOR & STAKEHOLDER MANAGEMENT
Lead and mentor TOS analysts, developers, and support resources.
Coordinate with Navis/Kaleris, Kalmar, OCR vendors, and other third-party providers.
Act as a primary liaison between terminal operations, business stakeholders, and IT leadership.
Provide structured updates to the Director of TOS regarding risks, issues, and performance metrics.
ON-CALL & AFTER-HOURS SUPPORT
Participate in on-call rotation as required to support critical operational needs.
Provide after-hours support during major releases, outages, or high-impact incidents.
Qualifications
Bachelor's degree in Computer Science, Information Systems, Engineering, or related field.
Previous experience in TOS operations, enterprise systems support, or IT project coordination would be considered an asset.
Previous experience with Navis N4, SPARCS, OCR, EDI workflows, and terminal operations preferred.
Strong analytical, troubleshooting, and documentation skills.
Ability to work collaboratively with cross-functional teams and external partners.
Strong communication skills and a focus on service quality and operational reliability.

Office-based in Halifax, Nova Scotia

Minimal international travel may be required
Physical Demands
Ability to work overtime, weekends, holidays, and nights, as necessary.
Ability to drive a vehicle and maintain a valid driver's license.
Ability to sit for long periods of time.
Verbal and hearing skills sufficient to understand English and work safely.
Some travel may be required.
Must be available to work in a professional office environment
May be required to work a hybrid schedule that include in office and, on occasion, remote office settings.
