Job Description

The Senior Contracts Manager provides strategic leadership and oversight for complex, high-value contracts across diverse commercial structures, including lump sum, reimbursable cost, and unit price agreements. Serving as a trusted advisor and competent contracts manager, this role ensures contractual compliance, mitigates risk, and drives proactive claims avoidance strategies throughout the contract lifecycle. The position demands deep expertise in contract law, advanced commercial acumen, and the ability to shape and implement contracting strategies that align organizational and project objectives.


Key Responsibilities

  • Strategic Contract Management: Lead the negotiation and administration of potentially multiple, large-scale contracts from formation through close-out, ensuring compliance with contractual terms, client requirements, and governing laws.
  • Complex Project Expertise: Oversee major offsite and onsite contracts under lump sum, unit rate, and reimbursable models, ensuring alignment with execution plans.
  • Commercial Leadership: Develop and execute contracting strategies that optimize value, mitigate risk, and support project delivery objectives.
  • Risk & Claims Management: Anticipate and manage contractual risks; implement robust claims prevention programs and lead equitable resolution strategies.
  • Client Advocacy: Represent Fluor's and client interests in all contractual matters, ensuring adherence to prime contract obligations and safeguarding commercial outcomes.
  • Negotiation & Formation: Direct negotiations of complex commercial structures, terms and conditions; prepare flow-down provisions (if required); draft special terms and secure legal approvals.
  • Performance Oversight: Monitor contractor performance, schedule adherence, change management, and invoicing accuracy to maintain contractual integrity.
  • Cross-Functional Leadership: Collaborate with project management, legal, engineering, procurement, and finance teams to ensure seamless execution.
  • Governance & Reporting: Deliver executive-level reporting on contract health, risk exposure, and commercial performance to senior leadership.
  • Mentorship & Capability Building: Coach and develop contract management teams and other disciplines; lead training initiatives to embed best practices across the organization.
Basic Job Requirements
  • Education: Bachelor's degree in business, Law, or related field is strongly preferred.
  • Experience: 15+ years of progressive and demonstratable hands-on experience in contract formation and management experience, with leadership abilities related to major EPC or LSTK projects; strong knowledge of Canadian Contract Law and global commercial principles.
  • Technical Expertise: Proven ability to manage complex, multi-contract portfolios under varied compensation structures (lump sum, unit rate, time and material / cost reimbursable); extensive experience in claims avoidance and dispute resolution.
  • Skills: Exceptional negotiation, strategic thinking, and stakeholder engagement skills; ability to influence all organizational levels and deliver results in high-pressure environments.

  • Claims Management: Advanced capability in preventing and resolving claims efficiently and equitably.

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
