Senior Information Technology Project Support Analyst position.

There is one full-time (FSLA Non-exempt) vacancy, with a 4/10 schedule: Monday to Thursday, 7:00 am to 6:00 pm. Work hours and/or work schedule may be changed based on the needs of the City.
Job Summary:
Under the direction of the Director of IT and Security the Senior IT Project Support Analyst will provide advance project support and administrative service for the City of Carson's IT software and hardware projects. Incumbents in this position is responsible for completion of IT project tasks impediments, coordination with subject matter experts to ensure the appropriate integration of IT infrastructure including updates and modifications as required, and leading customer adoption related to projects, to enhance technology services across city departments. ESSENTIAL DUTIES
Provide high-level technical specification documentation required for project planning, RFPs and RFQs, research and conduct market research on new competitive vendor solutions, identify project implementation risks based upon analysis of similar client data, review existing whitepapers, attend customer user groups, identify and engage Value Added Resellers with expertise in delivering technologies, coordinate support and troubleshooting incidents related to project implementation with vendors, ITS staff, and city stakeholders. Lead assigned IT projects from planning through implementation and evaluation, managing scope, timeline, budget, and resources. Develop detailed project plans, including milestones, deliverables, and risk management strategies. Facilitate stakeholder meetings, gather requirements, and communicate project progress effectively. Oversee the integration of new systems and technologies into the city's existing IT environment, ensuring compatibility, efficiency, and alignment with user needs. Identify and implement improvements to enhance IT operations and service delivery. Manage relationships with external vendors and service providers, including contract negotiations and performance monitoring. Ensure compliance with service level agreements (SLAs) and oversee vendor service quality. Develop and maintain comprehensive documentation for IT systems, configurations, and procedures post implementation, including customizations, workarounds, and follow up items. Provide training and guidance to city staff on new technologies, and best practices. Serve as a technical training lead on project implementations for internal stakeholders, mentor for junior IT staff, providing guidance and support on project management best practices. Collaborate with other departments to understand their IT needs pre and post project implementation and deliver appropriate solutions. Perform other related duties as assigned by the IT Director. QUALIFICATIONS
A typical way to obtain the requisite qualifications to perform the duties of this class is as follows:
Education and Experience:
Bachelor's degree in computer science, Information Technology, Business Administration, Public Administration, or related field. Five (5) years of experience in IT project management, with a minimum of two (2) years in a senior or lead role managing IT projects. Licenses and Certifications:
Project Management Professional (PMP) certification is required. PMP will need to be completed within the first three months of employment. Experience in related field may be substituted for PMP. Additional certifications such as PMI Agile Certified Practitioner, ITILv4, CompTIA A+, Network+, Security+, are preferred. Skill and/or Ability to:
Manage complex IT projects, including planning, execution, and delivery within defined constraints. Diagnose and resolve advanced technical issues with hardware, software, and networks. Communicate effectively with technical and non-technical stakeholders. Develop and maintain clear and comprehensive technical documentation. Work independently and collaboratively in a team environment. Maintain confidentiality and integrity in handling sensitive information. WORKING CONDITIONS
