Duties Description The incumbent of this position will report to the Division of Homeland Security and Emergency Services' Program and Policy Development Unit
Duties include but are not limited to the following:
• Work closely with program areas to identify analytic needs and develop models, tools, and data products that support decision-making. • Provide analytical support to high-priority, cross-cutting initiatives and assist in responding to executive data requests. • Use data analysis tools (e.g., Excel, Tableau, statistical software) to identify trends, patterns, and relationships that inform agency programs and policy. • Develop dashboards and visualizations that clearly communicate insights to leadership, operational staff, and other stakeholders. • Serve as a Tableau point of contact, helping to define best practices for how the platform is deployed, shared, and maintained across the agency. • Collect and compile data from a variety of internal and external sources, ensuring it is complete, accurate, and relevant to agency priorities. • Clean, pre-process, and transform raw data into usable formats, applying data wrangling techniques to address inconsistencies, inaccuracies, and duplication. • Translate complex data findings into plain-language reports and summaries to support policy development, program oversight, and operational decisions. • Draft technical documentation, including data definitions and project requirements, to support internal projects and scopes of work. • Assist with building and maintaining databases and data warehouse systems, including ETL processes and long-term data architecture planning. • Partner with key stakeholders to expand the agency's analytic capabilities and ensure data is used effectively across units. • Contribute to the agency's strategic planning and evaluation efforts by supplying timely, actionable data and analysis. • Provide guidance on data governance, quality control, and privacy standards to improve consistency across program areas. • Stay current with emerging data tools, softwares, and techniques to continuously improve processes, and products. • Represent the agency at workgroups, trainings, and meetings as appropriate. • Perform other duties as assigned in support of the agency's mission. • Travel may be required, up to 20%
Preferred Qualifications: • Experience in computer science, information technology or mathematics. • Strong technical skills in data analysis, statistical analysis, data visualization, SQL, and database management systems. • Strong analytical skills with the ability to think critically, identify patterns and trends in data, and translate complex data into actionable insights. • Excellent communication and presentation skills, with the ability to effectively communicate data insights and findings to various stakeholders. • Experience with project management, with the ability to manage multiple projects, prioritize workload, and meet deadlines. • High level of accuracy and attention to detail when working with data. • Willingness to learn new technologies and software as needed, as well as the ability to adapt to changing requirements and priorities.
Minimum Qualifications NON-COMPETITIVE
six years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
