Overview
GovCIO is currently hiring for an IT Project Manager to support Head Quarters Air Combat Command (ACC) Intelligence Directorate (A2). This position will be located in Hampton, VA and will be an onsite position.
Responsibilities
We are seeking an experienced IT Project Manager with a strong background in enterprise implementation planning, technical integration, and coordination with Enterprise Service Centers (ESCs) to support the deployment of QSD (Quality Service Delivery) capabilities across a DoD-classified enterprise network. The ideal candidate will have proven experience delivering complex projects in secure environments, collaborating with cross-functional engineering teams, and driving structured implementation activities from planning through sustainment.
Key Responsibilities
Lead the development of enterprise implementation plans, schedules, milestones, and risk frameworks for QSD-related requirements across classified DoD networks
Coordinate closely with ESCs, engineering groups, cybersecurity teams, and mission stakeholders to ensure synchronized execution
Facilitate requirements gathering, impact analyses, and integration planning for new QSD service capabilities and enhancements
Manage the end-to-end lifecycle of implementation activities, including design reviews, readiness assessments, testing coordination, deployment, and post-deployment validation
Maintain structured project documentation, including charters, plans, briefings, risk registers, change requests, and executive status reports
Monitor progress against baselines and proactively identify risks, issues, and dependency conflicts across multiple enterprise workstreams
Ensure all project actions comply with DoD cybersecurity, accreditation, and configuration management requirements
Serve as a liaison between technical teams and leadership, translating complex technical considerations into clear operational impacts
Support continuous improvement efforts within QSD processes and enterprise service delivery models
Producing top quality products for the customer is vital. Primary duties of the Project Manager include, but are not limited to:
Lead project team and manage assignments for respective team members
Collaborate with team members to determine the best practices for project execution
Flexible work attitude and adjustment to customer IT restrictions pertaining to development and deployment of systems
Strong problem solving and good communication skills
Comfortable to brief senior military and civilian leaders with updates on project progress
Ability to research and choose the best, technically feasible solution that meets customer requirements
Qualifications
High School with 6 - 9 years (or commensurate experience)
Required Skills and Experience
Clearance Required: Active TS/SCI Eligibility
6-9 years of IT Project Management experience
Managing multiple, complex, technical projects
Planning and estimating work requirements
Experience supporting DoD networks, programs, or enterprise IT environments (i.e. NIPR, SIPR, JWICS)
Familiarity with DoD lifecycle processes, requirements management frameworks, and enterprise architecture principles.
Strong communication skills and the ability to work effectively across technical and non-technical teams
Demonstrated experience creating or managing enterprise implementation plans for large technical deployments
Strong understanding of enterprise networks, service integration, incident/service management, and secure IT operations
Experience coordinating with ESCs or similar centralized service organizations
Proficiency with project management tools (e.g., MS Project, Jira, Azure DevOps, Confluence)
Preferred Skills and Experience
Technical background in networking and systems
PMP or Agile certification
PMI-ACP preferred
Experience with large-scale modernization efforts or cloud transition planning.
Knowledge of cybersecurity requirements, RMF processes, and DoD architecture frameworks
Experience working directly with PMOs or leading cross-functional technical teams
Background supporting highly regulated or classified environments such as AFSCI
Experience with enterprise technical integration, transition planning, or large-scale modernization programs

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Posted Salary Range
USD $120,000.00 - USD $130,000.00 /Yr.
