This is a Project Manager position in support of the Department of State (DOS) Vanguard Program, Infrastructure Management Directorate. This project management position plans, manages, and executes IT projects for the Diplomatic Technology (DT) Bureau. Individual will be responsible for providing oversight and management of project teams. Individual should be able to work under limited direction; capable of leading and managing large and highly complex IT projects. Individual should have the ability to apply past experience to develop solutions to new tasks. Individual should be capable of managing the cost and schedules for multiple projects or a large complex IT project. Individual should be fully competent in the tools necessary (e.g., MS Project, Excel, PowerPoint, EVM) to fully plan and execute a project.
Description of Duties:
Develop Project schedules and documentation to support COMSEC IT Projects
Manage a team of engineers to execute and document projects as they move through the MSP-IT process
Brief DT senior management and Vanguard senior management at various milestones/stages in the project life-cycle
Coordinate with engineering, operations, and security for project initiation and execution throughout the life-cycle of the project
Coordinate with Government POCs, Gov PM, and customers on status of project
Document and mitigate the risks associated with each project
Prepare and coordinate any IT Configuration Control Board and IT Change Advisory Board requirements associated with projects
Initiate any A&A documentation necessary for projects that require an Authority to Operate (ATO)
Prepare briefing slides and artifacts (project concepts, charters, project plans, schedules) as needed to prepare for the major milestones associated with each project
Develop a budget for each project that includes the manpower and materials necessary to successfully execute the project
Track project schedules to ensure milestones are met on time or adjusted as required if external factors impact project schedules
Coordinate with Operations to ensure they are prepared with the project Transitions to Operations (TOM)
Communication any issues that may hinder or impede the successful execution of the project schedule
Maintain a risk register for each project
Maintain a change log to track any changes associated with the project
Determine a clear scope definition of the each project
Monitor to ensure each project stays within budget and scope or take the necessary corrective actions to bring projects back to an acceptable variance
Qualifications
Required Education & Experience:
BS and 10 years experience.
Prior experience as a Program or Project Manager.
Ability to use Microsoft Word, Excel, and Project.
Ability to develop resource loaded project schedules .
PMP Certification or 12 years of experience as a Project Manager.
Proven people management skills.
Experience managing complex projects in a multivendor environment.
Excellent communication and writing skills.
Proven track record in executing multiple concurrent projects.
IT experience.
Desired Experience/Skills/Attributes:
IT background highly desired.
Prior Department of State experience highly desired.
PMP certification highly desired.
Clearance Requirement:
US Citizenship.
Active secret clearance with the ability to obtain a top secret clearance.
