Job Description:
The project controls group is part of the CRU Project Support team, which includes project governance, project controls analysts (PCA), project accountant administrators (PAA) schedulers and capital reporting analysts. The group is accountable for monitoring and controlling CRU project financials from project development/sanctioning via the CRU Governance process through to project execution and project completion/closure.
Reporting to the Manager, Project Support – CRU, the Project Governance Lead is responsible for coordinating delivery teams, project managers, and other key stakeholders to ensure a cohesive approach to cost management, the stage gate sanctioning of individual project and project portfolio budgets, overseeing the entire governance process including supporting the GTA, and continuously seeking opportunities to enhance the efficiency and accuracy of the governance process. The position works closely with project managers, functional teams, and management to ensure governance and regulatory deadlines are met, and continuous improvement tasks support the department's overall goals.
Responsibilities:
- Collaborate with key stakeholders to develop scope‑of‑work proposals and project estimates, and create presentation materials that align with the requirements of the CRU Governance process.
- Document the outcome of Governance Stage Gates and prepare detailed summary reports.
- Assess project and portfolio spending to identify and clearly explain the primary factors driving variances from the approved budget and GTA forecast, and prepare comprehensive reports that summarize these variances.
- Assist Project Teams with the development and submission of required regulatory reports; and develop responses to Regulator and/or intervener information requests.
- Interface with Project Controls, Project Managers, and Delivery Teams to ensure governance alignment of cost estimates and cost forecasts.
- Communicate and provide training to the project delivery teams on CRU governance process, and any changes to these requirements.
- Prepare responses to internal audit recommendations as well as periodic updates on status of the implementation.
- Undertake internal project reviews to verify compliance with project delivery and governance procedures and processes.
- Assist with the submission of other financial and regulatory required reports and plans and assist with ongoing financial and regulatory compliance.
- Identify, initiate, and lead improvement initiatives that strengthen project governance and controls, delivering complex solutions with meaningful and measurable business impact.
- Carry out other duties as required at the direction of the Manager, Project Support - CRU

Requirements
Qualifications:
- 7 years' experience in Project Governance, Project Management, Project Controls or Project Audit functions.
- Bachelor's degree or diploma in a related field/discipline is required.
- Proven ability/experience in the above noted responsibilities.
- Strong skills in developing written regulatory reporting and responses are essential.
- Ability to research and understand Acts regulations and policies.
- Proficient in the use of Microsoft Office Suite, including excellent Excel skills.
- Experience with SharePoint, Power BI, Power Automate and Finance & Project System SAP modules an asset.
- Strong interpersonal skills and ability to work well in a team environment as well as independently.
- Strong facilitator and problem solving with a high degree of flexibility.
- Excellent organizational skills and ability to balance multiple priorities and work within tight timelines.
- Effective communication and interpersonal skills to interface with team members and customers to promote positive outcomes.
- Comfortable working in a dynamic changing environment.
- Knowledge of engineering design practices, procurement and construction is an asset.
- Proven track record of good performance and attendance.
