Data Scientist
The primary purpose of this position is to serve as Data Scientist, in support of the Information Technology (XT) directorate located within the Department of Defense Cyber Crime (DC3). This position is ONLY open to current federal employees within the Department of Defense. Duties
Develops data strategy and policies and directs data management in support of DC3 mission objectives. Develops and delivers reports, dashboards, visualizations, and analyses to support decision-making processes at all levels, and across all mission areas. Performs Project Management functions for the Information Technology Architecture Data (XTAD) team. Represents DC3 at meetings, conferences, briefings, and seminars related to Data Management and Analytics. Requirements

Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the public. Basic Requirement: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience. Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the GS-1560 Data Science Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes master knowledge of a wide range of related disciplines and principles of data management (data architecture, data modeling, data base administration, data element standards, data security, data integration and data disposition). In-depth knowledge of database design, conceptual and logical data modeling, data organization structures, structural relationships, and data dictionaries/directories in support of data management. Knowledge of computer networking concepts and protocols, and network security methodologies. Extensive knowledge of a wide range of data visualization and analytics principles, concepts, environments, and applications sufficient to assess stakeholder requirements, advise and execute on specific courses of action. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of data science techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve difficult problems and to achieve support for alternative solutions within the commercial and government technical community; skill in performing data management activities. 2. Knowledge of a wide range of data visualization and analytics principles, concepts, environments, and applications sufficient to assess stakeholder requirements, advise and execute on specific courses of action. 3. Knowledge of database design, conceptual and logical data modeling, data organization structures, structural relationships, and data dictionaries/directories in support of data management. 4. Skill and ability in problem analysis, and overall cognizance of the organization's mission, goals, standards, and methods of operation necessary to introduce new technology and software application enhancements into current and future systems. 5. Skill and ability to conceptualize policies that facilitate taking advantage of the latest advances in information technologies and management and information concepts to more efficiently and effectively accomplish the mission. 6. Skill and ability to analyze and logically evaluate complex situations and to apply sound reason and judgement in presenting innovation concepts, resolving problems and influencing decisions. Knowledge of a wide range of methods and techniques used in operation research studies and possession of analytical abilities. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. Ability to participate and lead teams; originate new. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
