Reporting to the Manager of Collection Services, as the Leader, Operational Coordination, you will be responsible for the leadership and financial management for the advancement of operational coordination to meet directives for effective and efficient delivery of Collection Services in the areas of workforce training, operational vehicles & equipment (V&E), and technology. As a core member of the Waste and Recycling Services (WRS) Leadership team, you will provide supervision to a team of operational support staff that ensures day to day operational coordination. You will support staff to build and maintain engagement, promote skill development, and elevate team performance. Primary duties include:

  • Act as the main point of contact for all WRS operations of V&E and follow-up on issues related to the use of V&E.
  • Collaborate with the Fleet & Inventory Leaders and Managers on V&E planning, budgets, billing, claims, and vehicle pilots, while ensuring the alignment of operational needs and vehicle types.
  • Identify, track, and coordinate workforce training for Collection Services staff.
  • Lead operational items which require the coordination of work related to implementation and sustainment of vehicle technology, policy changes, and operational optimization.
  • Participate in workforce management (including coaching, staffing plans, seasonal and permanent hiring, training, layoffs, staff moves, Job Evaluation Questionnaire management and position management) to ensure undisrupted service delivery for the collection of garbage, recycling and food and yard waste to homes, as well as commercial carts and bins.
  • Create, deliver, and monitor V&E tracking and reporting on behalf of the Business Unit (BU), including the Collection Services' V&E budgets, business plans, and issues and risk log.
  • Respond to escalated inquiries from internal and external participants, including citizens, Councilors' offices, BU Executive Advisor, Collections Manager, and WRS Management team.
  • Provide oversight on divisional projects related to service improvement, impact analysis, technology implementation and make recommendations for policy or operational changes.
  • Participate in the development of short-term and long-term business plans and provide input to the Collection Services budget.

Qualifications

  • A degree in Engineering, Business, Urban Planning, Environmental Science, Science, or a related field, plus at least 8 years of experience is required.
  • Equivalent combinations of education and experience may be considered.
  • Public sector experience, particularly municipal government experience in a large, multi-union environment, is a preferred asset.
  • Success in this role will be dependent on:
  • Leadership, analytical thinking, and complex problem-solving abilities.
  • Technical abilities to evaluate and integrate new technologies.
  • Project Management, business and financial management experience.
  • Strong negotiation, change management, communication and interpersonal skills to be able to work within and outside the division to complete required deliverables.

Days of Work: This position works a 5 day

work week earning 1 day off in a 3 week cycle.
