Director of Government Program Delivery
to lead execution of high-profile contracts providing capacity building, training and technical assistance to small businesses.

This role is designed for a senior program operator with experience delivering
performance-based, compliance-driven public sector programs
. The Director will be accountable for contract execution, service delivery, reporting, and performance outcomes across multiple workstreams.

The Director of Government Program Delivery is responsible for
end-to-end execution
of public and private funded programs, ensuring that contractual service levels, reporting requirements, and performance metrics are met consistently and on time.

This role requires a strong balance of:

  • Program management rigor
  • Government contract compliance
  • Team and vendor coordination
  • Data-driven performance oversight

Key Responsibilities

Program & Contract Execution

  • Lead delivery of technical assistance, training, coaching for small businesses in accordance with executed contracts and approved Scope of Services.
  • Manage annual and monthly service delivery targets, including workshops, one-on-one technical assistance, and intensive business assessments.
  • Ensure programs are delivered on schedule, within scope, and aligned with contractual requirements.

Service Delivery Management

  • Oversee development and execution of the program calendar, including workshops, group sessions, and technical assistance.
  • Coordinate facilitators, subject matter experts, and program staff to ensure readiness and quality delivery.
  • Maintain consistent service standards across all program activities.

Compliance, Documentation & Reporting

  • Ensure all services delivered are fully documented and supported by required materials (registrations, attendance, evaluations, assessments, and deliverables).
  • Oversee accurate collection and submission of  required data related to service outputs and outcomes.
  • Partner with accounting and compliance teams to support invoice submission and audit readiness.

Performance & KPI Management

  • Track and manage key performance indicators tied to public and private contracts, including service volume, participation, timeliness, and outcomes.
  • Identify delivery or compliance risks and implement corrective actions as needed.
  • Prepare internal performance summaries and participate in agency check-ins as required.

Team & Stakeholder Management

  • Supervise program staff and contractors supporting program delivery
  • Serve as a primary operational point of contact for public and private contracts
  • Coordinate with internal teams to ensure alignment across delivery, reporting, and compliance.

Qualifications

  • 7+ years of experience managing government-funded, grant-funded, or compliance-driven programs.
  • Demonstrated success delivering programs against defined service levels and contractual KPIs.
  • Experience working with municipal, state, or federal agencies (NYC experience strongly preferred).
  • Strong understanding of program reporting, documentation, and performance management.
  • Proven ability to manage teams, contractors, and facilitators in a matrixed environment.
  • Proficiency with CRM and data tracking systems (e.g., Salesforce, Microsoft Dynamics).
  • Bachelor's degree required; Master's degree in Public Administration, Business, or related field preferred.
