Description The Commissioning Section Manager is responsible for the managerial leadership and direction of the Commissioning Team in the Kansas City Office. This position will manage multi-discipline project teams throughout the commissioning process, adapting commissioning plans to budget constraints, design factors or client needs. The Commissioning Section Manager will lead and grow a team in a dynamic and profitable manner based on Burns & McDonnell's core values of client satisfaction, commitment, dedication, integrity, safety and outstanding service.
- Responsible for the managerial direction and development of a commissioning team in support of Burns & McDonnell's National Commissioning Practice.
- Recruit, hire, develop and retain outstanding employee-owners.
- Responsible for conducting performance evaluations for direct reports.
- Responsible for interpreting policies, purposes and goals of the organization to staff.
- Serve as the technical advisor, providing senior-level input and evaluation on projects.
- Manage projects to meet project goals, schedules and quality standards.
- Manage billability and profitability of staff and projects and coordinate efforts with respective leaders.
- Responsible for attaining the department's financial goals and objectives.
- Develop and refine methodologies, tools and standards for an evolving commissioning practice and stay current with relevant industry developments and technology advancements.
- Manage the review of designs, equipment submittals, O&M manuals, start-up reports, checklists and training programs for overall compliance with the owner's requirements and commissioning plans.
- Manage commissioning site visits, evaluation of new and existing systems, witnessing of equipment start-up and direction and performance of testing.
- Manage relationships with existing and potential key clients, customers and contractors to develop business.
- Coach and mentor sales pursuits and proposal development to obtain work. Facilitate pursuit strategy, capture plan development and go/no-go decisions in order to pre-sell projects before RFP release. Lead or facilitate proposal development based on client feedback and key win themes for project pursuits.
- Lead contract and negotiation processes for projects after selection.
- Adhere to the Burns & McDonnell Quality Control program.
- Ensure compliance with company and site safety policies.
- Responsible for diversity initiatives.

Qualifications
- Bachelor's degree in engineering or a related technical field from an accredited program. A master's degree in engineering, architecture or an MBA is a plus.
- Minimum of seven years of related professional experience.
- Licensed Professional Engineer (PE) is preferred.
- Certification in the Commissioning Process through AABC, BCA, ASHRAE, NEBB or a similar organization is required.
- This position requires an individual capable of applying intensive and diversified knowledge of principles and practices to broad areas of assignments.
- Must be capable of devising new approaches to problems encountered.
- High level of attention to detail.
- Ability to quality-review work.
- Subject matter expert in commissioning, retro-commissioning and/or energy-related projects.
- Strong facilitation, team building, collaboration, organizational and problem-solving skills.
- Highly effective communicator with clear and concise writing and presentation skills.
- Strong analytical and problem-solving skills.
- Demonstrated ability to provide leadership and vision to a diverse group of people.
- Full understanding of the industry and the new innovations and technology that will allow the company to be on the cutting edge.
- Proficient computer skills (e.g., Microsoft Office Suite).
- Subject matter expertise in combined heat and power/cogeneration, central utility plants, data centers, healthcare facilities, laboratories, water/wastewater facilities, controls, building envelope, TAB, NETA electrical testing, renewable energy and/or other specialties.
- Ability to travel 25% of the time.
- Must have the ability to obtain and maintain access authorization to facilities and data of existing and potential clients, including, but not limited to, DOE, aerospace, military, food and consumer product manufacturers, pharmaceutical, laboratories and others necessary to sell and complete work.
