Job Description

The role involves serving as a high-level liaison between the Texas HHSC business community and IT teams. You will be responsible for reviewing and evaluating complex business systems to ensure they align with overall agency strategies.

Key responsibilities include:

  • Process Reengineering: Identifying how new technology can solve business problems and mapping industry-standard business processes.
  • Financial & Risk Analysis: Preparing "Buy vs. Build" analyses, ROI calculations, and cost/benefit reports.
  • Documentation: Writing detailed user stories, program functions, and technical steps required for software modification.
  • Oversight: Providing project and product oversight for Medicaid IT-Contracted Systems and ensuring multiple vendors meet enhancement initiatives.

Required Skills & Experience

Minimum Requirements:

  • 8+ Years: Experience in business systems analysis, user need evaluation, and aligning systems with business strategies.
  • 8+ Years: Business process reengineering and identifying technological applications for business effectiveness.
  • 5+ Years: Experience acting as a formal liaison between Business stakeholders and IT teams (Architecture, Delivery, and Support).
  • Data Analysis: Strong proficiency in analyzing raw data to drive decision-making.

Preferred (Bonus) Skills:

  • Agile/SAFe: 3+ years working in a Scaled Agile Framework (SAFe) environment.
  • Domain Knowledge: 3+ years of experience with Texas HHSC processes or Texas Medicaid and CHIP systems.
  • Certification: Project Management Professional (PMP) is considered a "huge plus."

Education & Qualifications

  • Experience Level: Senior (8+ years of professional experience).
  • General Qualifications: Ability to work independently on complicated tasks with a high degree of creativity and latitude.
  • Compliance: Must satisfy criminal background checks as authorized by Texas law.
