Role

The Program Manager – Major Projects is responsible for the strategic oversight, coordination, and delivery of the organization's major projects portfolio, directly reporting to the Chief Operations Officer (COO). This role provides leadership to Project Managers assigned to large, complex, and high-risk projects, ensuring consistent execution, strong governance, and alignment with business objectives.

Acting as the senior escalation point for major projects, the Program Manager ensures projects are delivered safely, on schedule, within budget, and to quality standards, while driving continuous improvement across project delivery processes, tools, and performance.

Responsibilities

Program & Portfolio Oversight

  • Provide end-to-end oversight of all major and complex projects within the portfolio
  • Establish and maintain program-level plans, milestones, and performance metrics
  • Ensure alignment between individual project objectives and broader organizational goals
  • Identify interdependencies, risks, and resource constraints across projects and proactively manage impacts

Leadership & People Management

  • Lead, coach, and mentor Project Managers assigned to major projects
  • Set clear expectations for project execution, reporting, and accountability
  • Support Project Managers with escalation management, decision-making, and issue resolution
  • Participate in hiring, onboarding, performance reviews, and development planning for PMs

Governance, Controls & Reporting

  • Establish and enforce standardized project governance frameworks, stage gates, and approval processes
  • Ensure accurate forecasting, cost control, schedule management, and change management across all major projects
  • Provide executive-level reporting on program status, risks, financials, and performance indicators
  • Act as the primary escalation point for critical project issues and client concerns

Financial & Commercial Management

  • Oversee program-level budgets, forecasts, and cash flow in collaboration with Finance and Project Controls
  • Review and approve major project estimates, change orders, and commercial strategies
  • Ensure contractual obligations are understood and managed consistently across the portfolio

Stakeholder & Client Management

  • Serve as a senior point of contact for key internal and external stakeholders
  • Support client relationships on high-profile projects, including issue resolution and strategic discussions
  • Collaborate closely with Engineering, Construction, Safety, Procurement, and Operations leadership

Safety, Quality & Risk Management

  • Champion a safety-first culture across all major projects
  • Ensure quality standards, risk management practices, and compliance requirements are consistently applied
  • Lead program-level risk reviews and mitigation planning

Continuous Improvement

  • Drive standardization and best practices across project delivery
  • Identify opportunities to improve tools, systems, workflows, and reporting
  • Contribute to the development of long-term project delivery strategies and capability growth

Requirements

Qualifications

  • Undergraduate degree in Electrical Engineering, Business or a related field required
  • Project Management Professional (PMP) designation or equivalent required
  • Minimum of 7+ years of experience in project management and major project delivery, with at least 5 years in a leadership role.
  • Experience working in regulated, safety-critical environments
  • Experience managing projects across multiple regions or jurisdictions
  • Proven experience managing multiple large, complex projects simultaneously
  • Demonstrated leadership experience overseeing and developing Project Managers
  • Strong understanding of project controls, scheduling, cost management, and risk management
  • Excellent communication, stakeholder management, and executive-level reporting skills
