General Statement of Duties

The Assistant Fire Marshall is responsible for enforcing the Fire Codes of North Carolina and reviewing construction plans and renovation projects in all facilities outside of Winston-Salem and Kernersville and all facilities of the Winston-Salem / Forsyth County School System. This position investigates origin and cause of fires, collects evidence, processes the scene and is involved in all aspects including the judicial process. This position also provides educational programs to the public and assists with the delivery of fire-rescue training programs. The Assistant FIre Marshall is subject to be on call 24/7 to respond to fire, rescue and hazardous material incidents to engage in suppression, mitigation and tactical command support.

Distinguishing Features

An employee in this class is responsible for conducting fire inspections and enforcing the fire code. Duties also include conducting fire investigations to determine the cause and origin of fires. Positions are involved in collecting evidence for all fires of suspicious nature. Positions are also involved in conducting fire training programs and public education programs. Judgment and initiative are required in performing all aspects of the position. Work is performed under general supervision and is evaluated through records and by overall effectiveness of the program.

Minimum Education and Experience

Graduation from high school or GED and four years experience in fire suppression or prevention work. Prefer advanced training in fire science. Must have a valid NC driver's license. Must acquire certification as a Level II Firefighter, Level II Fire Instructor, Operations Level Hazardous Material Responder and Level III Fire Inspector. A higher education level may be considered as a substitution for all or part of the experience requirement.

Essential Duties and Responsibilities
  • Inspects public buildings, public schools, foster homes, day cares, nursing homes and places of assembly to enforce compliance with the fire code; researches and determines how various codes should be enforced.
  • Reviews building plans for new construction to ensure compliance with fire code.
  • Conducts training programs on various subjects to volunteer fire departments and fire suppression personnel as required.
  • Conducts annual pump tests on assigned apparatus to include documentation that apparatus can pump the rated capacity; inventories equipment and numbers of members in volunteer departments.
  • Investigates fires to determine cause and origin; collects and preserves evidence; cooperates with law enforcement agencies in establishing case.
  • Educates the public in the detection and correction of fire hazards; speaks to various groups on fire prevention.
  • Investigates complaints and answers questions on fire hazards and violations of fire regulations.
  • Keeps records and prepares reports of fire prevention activities.
  • Responds to major fires and hazardous materials calls within assigned district; performs a wide range of fire suppression activities at the scene; may include providing technical and tactical advice to incident commander.
