GENERAL PURPOSE

To plan, design and maintain traffic systems for new and existing intersections. Responsible for operation and maintenance of the traffic control systems within the City of Killeen. Supervise daily operations of Street Operation.

SUPERVISION EXERCISED

Employee has direct supervisory responsibly of Street Operations employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

CORE COMPETENCIES:

Determines work procedures, prepares work schedules, and expedites workflow.

Issues written and oral instructions.

Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Maintains harmony among workers and resolves grievances.

Prepares traffic studies on intersections.

Works with computer software for traffic controllers.

Programs all controllers with phasing and timing and sets up detector operations.

Responsible for maintenance of all traffic control schedules.

Performs trouble-shooting and repairs on signal equipment.

Assists with the preparation and documentation of the annual Departmental budget / funding

Works with various departments within the City.

Ability to drive and use a bucket truck.

Supervises work in emergency conditions.

Maintain and service school signal flashers

Work and assist with Traffic Management Center (TMC) operations

Coordinates Street operations activities

Performs evaluations on Supervisors

Ensures tools and equipment are available to crews.

Ensures streets and working areas are properly blocked off

Inspects works in progress and completed work for correctness.

Performs weekly/quarterly Safety Training

Inspects vehicles weekly to ensure safe operating condition

Makes sure all hazardous chemicals are properly stored.

Supervises and operates various equipment

Schedules weekend work for projects

Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations; possesses and maintains a valid driver's license and comply with City of Killeen driving policy.

Performs other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

  1. Associate degree in traffic engineering, management, construction or a closely related field, and

  2. Three (3) years' experience; and

  3. Two (2) years of supervisory experience; or

  4. Any equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Ability to understand and follow verbal and oral instructions

  2. Ability to communicate effectively verbally and in writing.

  3. Ability to carry out assigned projects to completion

  4. Ability to establish effective working relationships with other employees, supervisors, and the public

  5. Skills in operation of listed tools and equipment

  6. Ability to analyze problems at job sites

  7. Thorough knowledge of electronic and electrical parts

  8. Working knowledge of safety equipment

  9. Technical knowledge of electrical codebook

  10. Skill in operating electrical tools

  11. Ability to compile comprehensive reports and budgets

  12. Working knowledge of sign and painting installation

  13. Working knowledge of Synchro, PASSER, or TransModeler

  14. Working knowledge of TACTICS or CENTRACS

  15. Working knowledge of Eagle Controllers, Econolite Controllers

  16. Working knowledge of Traffic Signal Detection Cameras (Iteris, Econolite, or equivalent)

  17. Working knowledge of Vantage video detection systems (Iteris)

  18. Working knowledge of Conflict Monitors (EDI or equivalent)

  19. Working knowledge of TXMUTCD, most current (optional experience)

  20. Working knowledge of current Highway Capacity Manual (optional experience)

  21. Working knowledge of Microsoft Office

  22. Maintains a regular and punctual attendance

SPECIAL REQUIREMENTS

  1. Must have a valid Texas Class C license by date of hire and comply with all City of Killeen driving policy

  2. Must be physically capable of moving about on work sites and under adverse field conditions

  3. Must have or acquire within thirty (30) days from date of hire all National Institute Management System (NIMS) certifications as required by City and position.

  4. Must have a Level 1 Traffic Signal Certification by date of hire

  5. Must have or acquire a Level 2 Traffic Signal Certification within eighteen (18) months from date of hire

  6. Journeyman Electrician Certification Preferred

TOOLS AND EQUIPMENT USED

Various equipment and tools used in signal maintenance, Desk top computer, including computer-aided-design software; bench test equipment; power tools and hand tools; safety equipment; motor vehicle; telephone and mobile radio, as required.

Work is performed mostly in office settings with some outdoor settings. Hand-eye coordination is necessary to operate instruments, computers and various pieces of equipment.

While performing the duties of this job, the employee is required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. Caution must also be taken as employee does job-related work on roadways.

The noise level in the work environment is usually moderate to loud.
