Responsibilities/Pay Grade

JOB SUMMARY:
The Utility Construction Inspector in Engineering (UCIE) reports to Utility Construction Inspector Supervisor.

Performs field inspections of utility construction projects that are being performed by contractors to ensure that the work is being accomplished in accordance with approved plans, designs, and specifications. Work is performed under general supervision.

ESSENTIAL JOB FUNCTIONS:

Reads, analyzes, and interprets engineering plans, specifications, and schematics in order to become familiar and knowledgeable about the nature, scope and details regarding utility construction projects.
May attend design and pre-bid meetings to provide input and become familiar with utility construction projects.

Attends pre-construction conferences to discuss requirements and procedures.

Makes on-site ?eld inspections in order to determine if projects are being constructed in accordance with engineering plans, specifications, and established codes, policies, procedures, and standards.

Interacts and discusses discrepancies with contractors and engineers.

Conducts and reviews results of appropriate tests, procedures, and measurements on representative samples of building materials (concrete, asphalt, rebar, pipe, gravel) in order to ensure their correct physical qualities (e.g., strength, moisture, compaction, temperature) and to determine compliance with project engineering plans, specifications, and established policies and procedures;

Maintains accurate records of completed inspections, project progress, and reviews periodic payments.

Prepares conditional and final acceptance letters.

Attends as-built review meetings with engineering consultants to ensure accuracy and submitted as-built documents.

Explains on-going construction projects to concerned citizens and coordinates the resolution of problems.

Coordinates water or sewer system shutdowns and customer notification processes.

Attendsmeetings,workshops,andtrainingsessionsinordertomaintainand enhance proficiency in inspection work.

Coordinates utilities division maintenance as part of a team response; troubleshoot utilities problems as appropriate.

Review inventory and equipment rental invoices and change orders submitted to notify engineer of budget changes.

Evaluate site safety conditions.

Manages inspection duties for multiple projects at once. Keeps records of daily inspection reports and tests.

Excellent verbal skills and communication skills to work as a liaison between E.O.R., engineer and contractor, other utilities that are present or conflicts with the project.

Works with several internal departments to accommodate scheduled or unscheduled utility outages.
Review construction material and informational submittals for conformance with ECUA Engineering Manual and specifications.

All other duties as assigned.

Minimum Qualifications

High school diploma or equivalent preferably supplemented by course work in construction and engineering technology. (Educational documentation will be requested upon offer of employment.) Basic level of experience in use of computers. Five years of progressively responsible utility construction experience. Willing to work on-call 24 hours a day, 7 days a week as needed.

Licenses and Certifications:
Possession of a valid Driver License.

Possession of a State of Florida Level III Water Distribution License within 12 months from date of hire.

Possession of a Level C Wastewater Collection Technician certi?cationwithin12 months from date of hire.

Possession of OSHA 10 training and certification and CPR certification within 6 months from date of hire.

Possession of Maintenance of Traffic (MOT) certifications within 18 months from date of hire.

Possession of pipeline and manhole condition assessment certifications (NASSCO - PACP/LACP/MACP) within 12 months from date of hire.

Employment offers to all new hires are contingent upon the job candidates successfully passing background, motor vehicle and reference checks, drug screening, and post job offer physicals (that may include pulmonary testing). All applicants are subject to physical assessments as required by job.

Physical Requirements/Working Environment

While performing the essential functions of this job the employee is regularly exposed to outdoor weather conditions.

The incumbent's working conditions are typically moderately loud.

While performing the essential functions of this job the employee is regularly required to sit, stand, walk, reach with hands and arms, climb or balance, and stoop, kneel, crouch or crawl.

As a disaster team member, the employee is required to be available to work before, during, and after any disaster as directed.

Knowledge, Skills, and Abilities/Supplemental Information

MATERIAL AND EQUIPMENT USED:

  • Light truck or other motor vehicle Digital cameras
  • Computer, e.g., project software, e-mail, and MS Word and MSExcel for report preparation
  • Measurementtools,e.g.,tapemeasure,pressuregauges,andspiritlevels.
  • Fall protection equipment and required rigging.
  • Low and high voltage holiday detection equipment (up to 30,000 volts). Ultrasonic thickness measuring devices.
  • Equipment for measuring environmental conditions (i.e. humidity, dry bulb, wet bulb and dewpoint).
  • Gas detector

Knowledge of:
Methods, practices, tools, and equipment applicable to utility construction.
Laws and regulations governing utility construction.
Job-site safety as it applies to heavy construction.

Skill in:
Operating a motor vehicle.
Maintaining accurate records and files.
Basic computer knowledge

Ability to:
