SUMMARYThe pretrial supervisor of the Intake and Investigation Unit performs professional work as a "working supervisor", assisting in all areas of the Intake and Investigation Unit. The pretrial supervisor works closely with the criminal division director and deputy criminal division director/pretrial services in order to attain the highest level of quality in the daily work processes of the Intake and Investigation Unit within the Pretrial Services Department. The pretrial supervisor must develop strong working relationships with other team members from the Judiciary, offices of the State Attorney and the Public Defender, the Department of Corrections, treatment providers, Clerk of Court employees and other related agencies and the public. This position includes shift work (of 12 hours shift, including evenings, weekends and holidays and may be modified at the discretion of the criminal division director or deputy criminal division director based on operational needs. evenings, weekends, and holidays. The Intake and Investigation Unit operates 24/7 and must be covered at all times. Intake personnel are considered essential AOC employees and are required to report for duty before, during a lockdown and/or immediately following an emergency, such as natural disasters. The ability to work overtime, extended work shifts, and/or work weekends, holidays, and different days of the week is required as deemed necessary for continuity of court services and operational needs.The pretrial supervisor reports directly to the deputy criminal division director. Work is evaluated through work product evaluation, interaction with staff and stakeholders, quality performance measures reports, observations and assessment by supervisory staff.The core responsibilities of this position are: (1) Staff Supervision and Leadership; (2) Quality Control; (3) Pretrial Services Interview and Investigation; (4) Court Duties; (5) Facilitation of Pretrial Supervision Release and Referrals; (6) Other Duties as Assigned.

EXAMPLE OF DUTIES

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. (1) Staff Supervision and Leadership Supervise, mentor, and provide leadership and development to staff Provide coaching and counseling to staff as appropriate and maintain documentationMonitor training, work performance, conduct, and leave for staffTake charge, effectively delegate tasks, direct/coordinate work assignments for staff, anticipate the needs of the unit, and make necessary adjustments in a timely manner Provide, schedule, and oversee training for new employees assigned to his or her unit beyond the initial orientation periodHold monthly staff meetings and quarterly unit meetings across both A and B sides, discuss policies & procedures to ensure full understanding and solicit feedback and ensure meeting minutes are documented and maintainedEnsure staff attendance and participation in all scheduled team meetings, all staff meetings and meetings scheduled by managementProvide or coordinate additional training as needed to ensure all new or updated policies & procedures and work performance expectations are understood and followedPrepare performance objectives, continuously monitor work performance document findings, and conduct performance evaluations annually Prepare Quarterly Measures Reports identifying statistical trends, documenting achievements and objectives that remain outstandingConduct independent assessments and document accordinglyMaintain, and regularly review, working files for assigned staff Conduct interviews and assessments and make recommendations for employment actionsContinuously monitor and arrange for adequate coverage and oversight assigned unit; including providing direct assistance and coverage as needed Assist in preparation and updating of policies & proceduresAssist in preparation of calendars including the utilization of on-call supportReview and ensure accurate time is entered by staff into VISTA, ensuring leave requests are reviewed and approved Conduct monthly case reviews to include review of the Defendant Summary Report, First Appearance Packets, PD screening, Pretrial Supervision Orders, Affidavits, Warrants and any other related work productObserve primary unit functions to include interviews, releases, court, First Appearance identification and jail management assignmentsAssist in the development and/or enhancement of databases Prepare monthly, quarterly, and annual statisticsDemonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer serviceInvestigate and resolve problems, complaints, and disputes in person or by telephone, in accordance with established department policies & procedures and complete required Incident Reporting Forms; Keeping the criminal division director and deputy director informed of any outstanding matters.Coordinate and communicate as needed with other departments, agencies, and the public. Assist with the development or modification of policies and procedures; Ensue practice meets policy(2) Quality ControlOversee day-to-day operations of the Intake and Investigation UnitServe as a liaison between the department, the courts, jail personnel and other agency personnelMonitor identification of defendants with mental health and substance abuse needs and veterans who are justice involvedMonitor Certificate of Compliance requirementsADDITIONAL DUTIES AND RESPONSIBILITIES AS NEEDED/BACKUP (3) Pretrial Services Interview and InvestigationInterview all defendants booked into the jail facilities and collect, investigate, and verify demographic and criminal history information, including but not limited to pending charges, probation/parole status, family ties, residence stability, victim information, and employment history by using data systems, contacting personal references, and employment references, etc. to determine authenticity of information Perform assessment of risk and need for every booked defendant, conducting immediate safety and flight risk assessments and recommending holds for First Appearance as appropriate Screen defendants and determine indigence for appointment of counselCompile a quality pretrial Defendant Summary Report to the First Appearance JudgeDetermine recommendations for pretrial supervision on all eligible cases based on established release criteriaIdentify defendants with mental health and substance abuse needs, veteran status, and those potentially qualify for misdemeanor diversion(4) Court DutiesPrepare and submit to the court a recommendation at First Appearance that follows the criteria outlined in policies & procedures, including community stability, interpretation of interview data, and consultation with supervisor as appropriateInteract with law enforcement, assistant state attorneys, assistant public defenders, jail personnel, and court personnel as appropriate to make reliable release recommendationsComplete pretrial paperwork with a written summary report and a full assessment of whether the defendant is a candidate for pretrial supervision, at risk either of failing to appear in court, or deemed a possible danger to the communityAssist in preparation for court attendance by pulling pretrial reports, and updating any other paperwork that will be used in court to ensure Pretrial Services provides the most accurate and current information available on each defendant Continuous review of all non-sentenced incarcerated defendants, prior to arraignment, so that appropriate non-violent misdemeanor cases are placed on a Jail Management Docket for potential release from custody or early resolution of the caseProvide support for weekend Polycom duties as needed (5) Facilitate Pretrial Supervision Release and ReferralsFacilitate pretrial releases, adhering to policies & procedures outlined Provide orientation to defendants approved for pretrial supervision, communicate release conditions to defendants using the court order in accordance with policies & proceduresReview and explain all court ordered conditions Ensure defendants meet established release criteria; Disqualify ineligible defendants Conduct holds for - Electronic Monitoring until installation of equipment and makes appropriate notificationsEffectively communicate with vendors; Prepare warrants and notify the duty judge on all Pretrial and County Probation Electronic Monitoring violations (6) Other Duties as Assigned

SUPPLEMENTAL INFORMATION

EDUCATION and/or EXPERIENCEGraduation from an accredited four-year college or university with a bachelor's degree in criminal justice, psychology, sociology, public administration or a related field. Two years of criminal justice, case management or investigative experience required.Supervisory experience preferred.CERTIFICATES, LICENSES, REGISTRATIONSIt is required to: Have and maintain a valid Class "E" Florida Driver's License, with an acceptable driving record, within 10 days of hireObtain and maintain NCIC/FCIC computer operator certification within 30 days of hire SUPERVISORY RESPONSIBILITIESSupervising day-to-day operations and activities for the Pretrial Services Intake & Investigation Unit.
