The Louisiana Works is seeking a Program Compliance Officer to join the Office of Workers' Compensation. The Office of Workers' Compensation Administration (OWCA) in Louisiana oversees the enforcement and administration of workers' compensation laws, aiming to support early return-to-work efforts and improve workplace safety. The department manages disputed claims, conducts hearings, reviews medical treatment disputes, and investigates fraud through collaborative efforts like the GAME ON task force. The OWCA also provides OSHA consultation services to high-risk industries, while Records management maintains detailed records and reporting systems, including electronic submissions of injury reports. Additionally, OWCA conducts financial audits and ensures compliance among self-insured employers and insurance carriers. OWCA does not process individual workers' compensation claims or issue benefit payments. They also do not help injured workers with the claims management.
The Program Compliance Officer serves a critical role in fulfilling the mission of the Second Injury Board, as outlined in La. R.S. 23:1371.A- to encourage the employment of individuals with a permanent partial disability by protecting employers and insurers from excess liability due to subsequent work-related injuries. PCOs are responsible for evaluating reimbursement claims submitted to the Second Injury Fund (SIF), ensuring compliance with statutory requirements, and making eligibility recommendations to the Board. They also monitor the status of accepted and litigated claims and evaluate settlement requests.
AN IDEAL CANDIDATE WILL POSSESS THE FOLLOWING COMPETENCIES:
- Displaying Expertise: The ability to exhibit specialized skills or knowledge gained from experience or training
- Making Accurate Judgments: The ability to form an opinion objectively and decisively based on relevant information and in accordance with established standards.
- Using Data: The ability to use relevant and valid data to inform a recommendation for action.
Three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other InformationJob Duties:
- Review and evaluate incoming claims for reimbursement.
- Assess disability status, employability, and medical prognosis through review of medical records.
- Conduct research on medical conditions, workers' compensation law, and case precedents to support eligibility recommendations.
- Prepare claims for formal presentation to the Second Injury Board.
- Calculate future exposure and present value of claims.
