C2 seeks a part-time Senior Contracts Manager to lead corporate contracts initiatives. Reports to the General Manager. Position is classified as remote.

POSITION DESCRIPTION

Responsible for leading the comprehensive contract management process, with a primary focus on Federal and Commercial contracts. Responsible for the administration of Federal and Commercial Contracting including cradle to grave prime and subcontract contracts. Knowledgeable of all types (FFP, Fixed Rate, Cost Type, T&M, IDIQ, MAS, BPA/BOA NDA, Teaming, etc.) of contracts/agreements.

DUTIES AND RESPONSIBILITIES
  • Lead the preparation, review, negotiation, and administration of government and commercial contracts, bids, and proposals, ensuring compliance with company policies, FAR/DFARS, and all applicable regulations.
  • Oversee the contracts administration staff and external consultants, providing guidance on complex contractual, regulatory, and compliance requirements.
  • Review and negotiate contractual documents—including solicitations, RFP terms, NDAs, Teaming Agreements, Consulting Agreements, Subcontract Agreements, modifications, and leases—to minimize risk and protect company interests.
  • Monitor and interpret changes to federal, state, and commercial contracting regulations; advise leadership and internal teams on impacts and required actions.
  • Coordinate with proposal, pricing, and technical teams to develop compliant pricing strategies, evaluate risk, assess flowdowns, and ensure submission accuracy.
  • Manage subcontractor, consultant, and vendor agreements, including onboarding, compliance verification, funding/milestone tracking, deliverable management, and flowdown enforcement.
  • Review bids and proposals to ensure compliance with solicitation requirements; negotiate contract terms and administer contracts through closeout, including invoice approval and final payments.
  • Prepare, process, and negotiate contract amendments, extensions, modifications, change orders, and other contractual actions.
  • Advise executive, program, finance, and operations teams on contractual rights, obligations, risks, funding limitations, deliverables, and schedule impacts.
  • Maintain contract databases, status trackers, and documentation; compile data for estimates and reporting requirements.
  • Coordinate correspondence with contracting officers, subcontractors, and internal stakeholders; act as primary liaison for all contract matters.
  • Support pre‑award and post‑award transition activities, including kickoff meetings, risk assessments, deliverable scheduling, and subcontractor integration.
  • Ensure company compliance with CAGE/UEI registrations, representations and certifications, PIEE access roles, cybersecurity requirements (e.g., CMMC), insurance requirements, and related government systems.
  • Understand business goals and align contract strategy to broader organizational objectives, including cost‑saving measures and efficient contract execution.
  • Maintain a professional presence on LinkedIn and engage in industry networking appropriate for the role.
REQUIRED EXPERIENCE & QUALIFICATIONS
  • Bachelor's degree in Business, Law, or related field.
  • 10+ years of experience relevant Federal Government experience.
  • Must have recent direct experience administering GSA contracts and reporting (Fedconnect, TDR, ISR, SSR, C-SCRM, FAPIIS, etc)
  • In-depth knowledge of government and commercial contracting regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Uniform Commercial Code (UCC).
  • Exposure to CBA Union contracts negotiation.
  • Experience with Prime and Subcontracts negotiation.
  • Strong understanding of the contract life cycle, types of contracts, and applicable government regulations. Familiarity/comfort with GSA FSS sercive contracts including SCA and WD requirements as applicable.
  • Knowledge of the Defense and Federal procurement process, and a demonstrated proficiency with Department of Defense strategy and acquisition plans.
  • Ability to work under pressure, organize priorities, deal with interruptions, possess above average communication skills, and maintain flexibility and confidentiality.

PREFERRED EXPERIENCE & QUALIFICATIONS

  • Advance degree in business, law, or political science or other related field.
  • CPCM or CFCM certification
  • Formal training and experience in capture and proposal process.
  • Excellent written and verbal communication skills.
