Licensed Child Care Administrator (LCCA)
Reference: Texas Administrative Code, Title 26, Part 1, Chapter 748
I. Core Job Description
The LCCA is responsible for the overall operation, administration, and supervision of a GRO. This includes ensuring that all policies, procedures, staffing, and care practices comply with state laws and regulations to safeguard the well-being of children in care.
II. Required Competencies & Qualifications
- Current LCCA license from the Texas HHSC Licensing Division
- Knowledge of Chapter 748 minimum standards
- Understanding of trauma-informed care, child development, behavioral intervention, and safety planning
- Leadership, supervision, and communication skills
- Familiarity with OCOK and other regulatory body requirements (when applicable)
III. Job Duties & Responsibilities (Bullet Breakdown)
A. Operational Oversight
- Ensure the GRO operates in compliance with Chapter 748 standards
- Maintain daily oversight of staff, programming, and facility management
- Approve policies, procedures, and staff training plans
- Ensure staff-to-child ratios and supervision standards are maintained
- Participate in inspections, audits, and investigations from licensing or DFPS
B. Staffing & Supervision
- Hire, train, supervise, and evaluate staff including shift leads, case managers, and caregivers
- Ensure all staff meet training and background check requirements
- Maintain up-to-date staff files with required credentials
- Provide leadership, support, and corrective action plans as needed
C. Child Care & Safety
- Ensure every child has a safe, supportive environment that meets emotional, physical, medical, and educational needs
- Oversee intake and discharge planning
- Review and approve 72-hour plans, service plans, and treatment interventions
- Ensure incidents are reported appropriately and follow-up occurs
D. Compliance & Documentation
- Ensure all records (admission, service plans, medical, behavioral) are complete and compliant
- Monitor that timelines are met for:
- 72-hour plans
- 14-day service plan invitations
- 30-day service plans
- CANS assessments (21 days and every 90)
- Coordinate with regulatory bodies, including OCOK or DFPS
- Lead or participate in internal audits or compliance reviews
- Ensure compliance with contract obligations
- CARF
- TC3 blueprint
E. Family & Community Engagement
- Communicate with guardians, permanency workers, and service providers
- Ensure proper notification of incidents, medical changes, or placement moves
- Attend service planning meetings and ensure family engagement efforts are documented
F. Crisis & Risk Management
- Oversee incident reporting and de-escalation plans
- Approve safety interventions, including restraint use if necessary
- Review critical incidents and implement corrective action as needed
G. Program Development
- Support implementation of treatment model and structured daily schedules
- Monitor outcomes and adjust services to meet children's needs
- Lead staff meetings and contribute to quality improvement efforts
Job Type: Full-time
Pay: $50, $80,000.00 per year
