Summary

The Assistant H2A Manager supports the H2A Manager in all aspects of the H-2A Temporary Agricultural Program, ensuring compliance with federal regulations, managing foreign and domestic workers, and overseeing administrative tasks related to the program. This role is critical in maintaining legal and efficient labor operations for the company's agricultural needs.
Responsibilities

  • Program Compliance: Assist in the preparation, submission, and tracking of H-2A applications with the Department of Labor (DOL), U.S. Citizenship and Immigration Services (USCIS), and other relevant agencies. Ensure all operations adhere to H-2A regulations regarding wages, working conditions, housing, and transportation.
  • Audits and Inspections: Prepare for and participate in any external audits or inspections from regulatory bodies, ensuring all documentation is accurate and readily available.
  • Worker Management: Coordinate the recruitment, hiring, and onboarding process for H-2A workers. Manage worker payroll data and records to ensure compliance with the Adverse Effect Wage Rate (AEWR) and other required compensation standards.
  • Administrative Oversight: Maintain meticulous records of all H-2A program documents, including recruitment reports, worker contracts, housing inspections, and transportation logs. Assist in scheduling and coordinating the timely arrival and departure of workers.
  • Housing and Transportation: Ensure worker housing meets all DOL and local safety standards, conducting regular inspections. Coordinate safe and compliant transportation for workers between housing and worksites.
  • Employee Relations: Serve as a point of contact for H-2A worker questions, concerns, and grievances, collaborating with the Manager to resolve issues in a fair and timely manner.

Qualifications

  • Education: Desirable, but not required is an Associates degree in Business Administration, Agricultural Management, Human Resources, or related field.
  • Experience: Minimum of 2-3 years of significant experience in agricultural labor management, with specific experience in the H-2A program being highly desirable.
  • Knowledge: In-depth knowledge of H-2A regulations, including DOL, USCIS, and relevant state requirements. Familiarity with farm labor and production operations.
  • Skills:
  • Proficiency in Spanish (required to communicate effectively with the H-2A workforce).
  • Strong organizational and administrative skills with attention to detail.
  • Excellent written and verbal communication skills.
  • Proficient in Google Apps (Doc, Sheets, Chat, etc.).

Work Environment

  • This role requires work in both an office environment and field locations, including worker housing sites and agricultural fields.
  • Must be able to travel to all work sites and possess a valid driver's license.
  • Flexible schedule required, especially during peak agricultural seasons, which may include early mornings, evenings, and weekends.
