Summary
The Sr. HR Policy, Process & Controls Specialist is responsible for designing, documenting, and maintaining the organization's HR compliance frameworks, policies, and procedures. This role drives harmonization of HR compliance practices across core operations and acquired entities, ensuring policies and processes are current, clear, accessible, and aligned with regulatory requirements and business needs.
The position leads policy development, process mapping, control design, and documentation management to strengthen operational excellence and mitigate compliance risks.
This position will support our Human Resources team. It is eligible to work a hybrid schedule, generally requiring work in-office and/or show-site 2-3 days per week. This position is based out of our North Dallas office in Dallas, TX.
Essential Duties & Responsibilities
Policy Governance & Development
- Develop, draft, and maintain enterprise‑wide HR policies, standards, and procedures.
- Conduct gap analyses of existing policies to identify redundancies, inconsistencies, outdated language, or operational misalignment.
- Manage the full policy lifecycle including governance structures, review schedules, updates, version control, and stakeholder approvals.
- Build and maintain policy libraries, SOPs, and HR compliance playbooks with clear taxonomy and accessibility.
Process Design, Mapping & Optimization
- Lead process mapping initiatives across HR to identify compliance risks, control gaps, and opportunities for standardization.
- Collaborate with HR COEs to document end‑to‑end processes and ensure alignment with regulatory requirements and internal frameworks.
- Develop workflows, RACIs, decision trees, and SOPs that promote consistency and clarity across HR functions.
Controls, Compliance & Risk Management
- Design, implement, and maintain HR internal controls aligned with compliance frameworks (e.g., COSO, ISO standards, DOJ Guidance).
- Support compliance monitoring activities, audit engagements, and risk assessments.
- Work with Internal Audit, Legal, and HR Operations to address findings, test controls, and ensure audit readiness.
- Track and report compliance metrics, issues, and trends.
M&A Integration & Enterprise Alignment
- Support integration of HR compliance practices across acquired companies.
- Partner with cross‑functional teams to harmonize policies, processes, and controls within the enterprise compliance framework.
- Ensure change impacts are understood and incorporated into documentation and training.
Change Management, Training & Communication
- Lead communication and rollout plans for policy and process changes.
- Support compliance training and awareness programs to ensure HR teams and leaders understand expectations and requirements.
- Create guidance materials, FAQs, and resources to reinforce adoption and reduce compliance risk.
Cross
‑
Functional Collaboration
- Collaborate with HR leadership, HRBPs, Legal, Internal Audit, and business stakeholders to embed compliance requirements into business workflows.
- Serve as a trusted advisor on HR compliance matters related to policies, processes, and control frameworks.
- Facilitate cross-functional alignment and build strong relationships across the enterprise.
Education & Experience
- Bachelor's degree in Human Resources, Compliance, Business Administration, Law, or related field is preferred. High School Diploma or Equivalent with relevant professional experience is required.
- 5+ years of experience in HR compliance, policy management, HR operations, governance, risk management, or process improvement.
- Strong experience in policy writing, process design, controls, and compliance program development.
- Experience conducting gap analyses, process mapping, and change adoption.
- Experience working within a multi‑entity, complex, or evolving organizational structure, including M&A environments.
- Exposure to internal audits, SOX controls, or enterprise risk management.
- Familiarity with compliance frameworks such as COSO, ISO, or DOJ Guidance.
- Excellent documentation, organizational, analytical, and problem‑solving skills.
- Excellent communication skills with the ability to influence across functions and levels.
- HR certification (SHRM‑CP/SCP, PHR/SPHR) preferred.
- Compliance certification (e.g., CCEP) preferred.
