Public Works Estimator – Job DescriptionPosition Summary
The Public Works Estimator is responsible for preparing accurate and compliant cost estimates for public works and government-funded construction projects. This role requires a strong understanding of prevailing wage requirements, the ability to interpret construction drawings and specifications, and familiarity with public bidding procedures. The Estimator works closely with project managers, subcontractors, and compliance teams to ensure bids are competitive, complete, and fully compliant with applicable regulations.
Key Responsibilities
- Prepare detailed quantity takeoffs and cost estimates based on construction drawings, specifications, and bid documents
- Review and interpret plans (architectural, structural, civil, MEP) and technical specifications
- Analyze bid requirements, scopes of work, addenda, and special provisions for public works projects
- Apply Prevailing Wage Rates accurately, including labor classifications, fringes, payroll burdens, and overtime requirements
- Solicit, review, and evaluate subcontractor and supplier quotations
- Develop unit prices, lump-sum pricing, and time-related overhead costs as required
- Assist with bid submissions, including bid forms, cost breakdowns, and supporting documentation
- Coordinate with project management and operations teams to validate constructability and pricing assumptions
- Maintain organized estimating files and historical cost data for future reference
Required Qualifications
- Proven experience as an estimator on public works or government construction projects
- Solid understanding of Prevailing Wage regulations and labor compliance requirements
- Ability to read and understand construction drawings and specifications
- Strong quantitative and analytical skills with attention to detail
- Proficiency in Microsoft Excel and basic estimating tools
- Knowledge of common construction means, methods, and materials
- Ability to work under bid deadlines and manage multiple estimates simultaneously
Preferred Qualifications
- Experience with Caltrans, city, county, or school district projects
- Familiarity with bid platforms such as PlanetBids, BuildingConnected, PlanHub, or similar
- Knowledge of public works documentation such as bid bonds, performance/
