This is an essential position within the Environment and Sustainability Department. The position supports flood mitigation and flood risk reduction programs along with other citywide resilience programs and conducts grant management functions through meeting review time goals, coordinating across departments, and providing exemplary customer service.
The position performs responsible technical work involved with identifying and flagging applicable national, state, and local laws, codes, ordinances, and regulations through reviewing architectural, landscaping, and engineering plans, specifications, and contract documents for new and existing Private Property Adaptation (PPA) program projects. The position also supports the City's participation in the Community Rating System of the National Flood Insurance Program through tracking eligible activities, compiling supporting documentation, and coordinating with departments.
The position will be responsible with understanding and staying updated on the City's code and ordinances which set design standards that better protect the city against flooding, sea level rise, wind damage, extreme heat, and other hazards.

- Reviews plans and permit applications for Private Property Adaptation (PPA) pro-gram participant projects to ensure that the projects are meeting Miami Beach City Code requirements and are being designed to properly function as flood mitigation and flood risk reduction and makes recommendations to supervisor, as needed, to achieve flood mitigation requirements.
- Reviews the monthly/quarterly project status reports to track participant progress and identify any challenges faced.
- Provides regular check-ins to participants in all phases of the PPA program and coordinates with appropriate staff and consultants to resolve any issues.
- Provides general technical assistance to participants in the PPA program including with their flood mitigation and flood risk reduction designs, understanding Miami Beach City Code, working through the permitting process, and generally managing their projects.
- Prepares reports, records and correspondence to support the management of the PPA program.
- Provides education to customers and residents to increase understanding of flood mitigation and flood risk reduction requirements and other resilience programs and policies.
- Performs site visits in coordination with consultants and/or City staff.
- Supports the City's participation in the Community Rating System of the National Flood Insurance Program through tracking eligible activities, compiling supporting documentation, and coordinating with departments.
- Supports the implementation of the Vulnerability Assessment and Sea Level Rise Adaptation Plan through coordination and engagement across multiple departments, developing and monitoring metrics that are helpful and feasible, among other tasks.
- Researches and compiles local information around sea level rise, flood mitigation and flood risk reduction, and other hazards to help departments make decisions on their projects.
- Excellent customer service skills are required, both verbally and in writing.
- Participates in preparing for emergencies including hurricanes and responding post- storm.
- Responds to customer concerns and complaints.
- Performs related work as required.
REQUIRED:
- Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Engineering, City Planning, Urban Design, Landscape Architecture, Environmental Studies, Public Policy, Business Administration, or related field is preferred.
- An Associate's Degree in a related field and two-years of relevant experience may substitute for a Bachelor's Degree.
DESIRED:
- Certification as a Floodplain Manager or Waterfront Edge Design Guidelines (WEDG) Professional
- Experience in customer service, resilience planning, data analysis, climate adaptation, program management, community engagement, grants management, contract management or related management area.
- Possession of a valid driver's license issued by the State of Florida, by the time of employment, for the type of vehicle or equipment operated with an acceptable driving record.
- Flexible hours including occasional weekends and holidays.
- Experience may substitute for education on a year-for-year basis.
- Additional training, seminars and/or short courses in the flood mitigation or resilience field.
Physical Requirements
- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, telephone, e-mail, or fax.
- Physical capability to effectively use and operate various items of office related equipment such as but limited to computers, computer software, calculator, copiers and fax machine.
- No significant standing, walking, moving, climbing, carrying, bending and kneeling.
- Some sitting for long hours performing computer related work.
