JOB SUMMARY:
The Payroll and Benefits Manager is responsible for planning, implementing, administering benefits and processing payroll. The primary function of the position is to manage all aspects of the employee payroll & benefits. This includes processing payroll and administrative execution of health and wellness benefits programs. This person is also responsible for employee compliance administration and functional reporting. The Manager partners closely with HR and Accounting to design efficient processes, support employees, and enhance the overall experience.
This is considered an entry-mid-level position where work is performed independently according to written or unwritten policies of the Tribal Government with little variance in these policies. The Payroll and Benefits Manager works under the direct supervision of the Controller. This position involves extensive contact with department employees, the public, external agencies and organizations, and other departments.
This position requires a tactful and courteous manner, excellent attendance, the ability to manage events, organize and prioritize tasks, and excellent communication skills.
ESSENTIAL RESPONSIBILITIES AND FUNCITONS:
The following are essential job responsibilities and functions of the Payroll and Benefits Manager:
Payroll Leadership:
- Own and manage end-to-end payroll processing across multiple entities and jurisdictions, ensuring accuracy, compliance, and timeliness.
- Develop, document, and continuously improve payroll policies, procedures, and internal controls.
- Serve as the primary point of contact with payroll vendors and tax authorities; manage relationships, contracts, and service delivery.
- Oversee & manages tax setup, multi-state registration, and compliance with evolving federal, state, and local wage laws.
- Partner with Finance on payroll accounting, reconciliations, and reporting to ensure accurate financial results.
- Lead quarterly and annual payroll-related audits, including 401(k), workers' compensation, and year-end filings.
- Monitor and maintain employee records and pay data in the HRIS to ensure accuracy and confidentiality.
Benefits Administration:
- Manage the day-to-day administration of benefits programs, including health, dental, vision, disability, life insurance, HSA/FSA, and 401(k).
- Partner with brokers and carriers to manage renewals, open enrollment, and plan implementations.
- Ensure compliance with all benefits-related regulations (ACA, COBRA, ERISA, HIPAA, etc.).
- Conduct quarterly and annual reconciliations of benefits billing, payroll deductions, and vendor invoices.
- Support employees with benefits questions and issues, ensuring a high level of service and clarity in communication.
Required Skills/Abilities:
· 6-8 years of experience in payroll administration
· Deep understanding of multi-state payroll, tax regulations, and payroll systems.
· Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, OBRA, and Social Security and DOL requirements.
· Experience administering employee benefits programs and managing vendor relationships.
· Proficiency with payroll software (e.g., Paychex, SAGE, Intact).
· Strong analytical skills and attention to detail, with the ability to identify process improvements.
· Excellent communication, organization, and collaboration skills.
· Ability to handle sensitive information with discretion and maintain confidentiality.
· Comfortable working both independently and collaboratively in a fast-paced environment.
QUALIFICATIONS:
Education: A bachelor's degree in accounting, finance, human resources, or a related field is typically preferred, or equivalent work experience.
Experience: Several years of experience in payroll and benefits administration is essential, often with specific experience in certified payroll reporting for government contracts.
Certifications: Professional certifications are highly valued.
a. Certified Payroll Professional (CPP) certification.
b. Certified Employee Benefits Specialist (CEBS) or other benefits-related credentials are also beneficial.
Technical Skills: Proficiency with payroll and HRIS software (e.g., SAGE, Paychex, Intact) and strong Microsoft Excel skills are required.
Must agree to be subject to a thorough background investigation and personal interviews by the ACSPI Human Resources and personnel, including be subject to fingerprinting and a search of local, state, and national records and fingerprint files.
Must abide by the ACSPI's alcohol and drug free workplace policies and submit to a pre-employment alcohol and drug test.
SALARY AND BENEFITS:
This is a salaried position with a compensation rate of $78,000-$91,000 annually. Wage will vary based on prior experience, education, skills, and certifications/training. Benefits include, Paid Time Off (Starting at 6 hours per pay period/156 hours per year); 18 Paid Holidays, Health Benefits; 401K; Employee Education Assistance.
