is seeking a highly qualified, experienced, and collaborative
Disbursement Services Manager
to provide operational leadership for the Medical Center's
Accounts Payable and Payroll
functions. This is an exciting opportunity for an experienced financial professional to support a healthcare organization while ensuring effective fiscal stewardship, compliance, and customer-focused service delivery.

Position Overview
Under the general direction of the Controller, the Disbursement Services Manager plans, organizes, directs, and evaluates the activities of the Disbursement Services unit, comprised of the Accounts Payable and Payroll departments. The incumbent is responsible for establishing internal controls, overseeing daily operations, interpreting regulatory requirements, and ensuring adherence to County fiscal policies, labor rules, and financial reporting requirements.

The successful candidate will demonstrate strong leadership skills, technical expertise in disbursement operations, and the ability to work collaboratively with County Controllers Office, clinical departments, administrative teams, and external vendors.

Duties And Responsibilities

  • Plan, direct, and oversee the work of staff responsible for AP and Payroll processing and compliance.
  • Develop, implement, and maintain disbursement-related policies, procedures, workflow documentation, and internal control mechanisms.
  • Ensure accurate and timely issuance of vendor invoice payments, payroll cycles, employee expense reimbursements, and monthly accounting reporting.
  • Interpret and apply federal, state, and local laws related to payroll, vendor payments, wage reporting, and public-sector fiscal practices.
  • Monitor operational performance, analyze complex disbursement issues, and recommend and implement process improvements.
  • Coordinate activities with Human Resources, Controller's Office, County Payroll, Supply Chain, and SMMC leadership.
  • Participate in audits, compliance reviews, and financial reporting activities as assigned.
  • Develop and track operational metrics; prepare written reports and presentations for executive leadership.
  • Select, supervise, train, mentor, and evaluate assigned staff.
  • Support system enhancements and participate in testing, implementation, and optimization of financial technologies.

Ideal Candidate
will possess
:

  • Strong knowledge of accounting principles, payroll administration, accounts payable operations, internal controls, and audit readiness.
  • Experience with public-sector financial administration and reporting.
  • Familiarity with Countywide administrative processes, organizational structure, and financial systems.
  • Demonstrated ability to lead, plan, organize, and evaluate financial and operational functions.
  • Proven skill in analyzing and interpreting financial regulations, policies, and procedures.
  • Experience developing, implementing, and improving financial policies and business processes.
  • Ability to prepare clear, accurate, and comprehensive financial reports and documentation.
  • Collaborative working style with the ability to partner effectively across departments and with external stakeholders.
  • Proficiency with financial systems and software, with the ability to adapt to new technologies.
  • Excellent written and verbal communication skills.
  • Strong analytical abilities, including performing financial analyses and reconciliations.
  • Bachelor's degree in Accounting, Finance, Business Administration, or related field.
  • At least three years of progressively responsible administrative, financial, or managerial experience in a public agency.
  • Supervisory experience in Accounts Payable, Payroll, or accounting operations strongly preferred.

Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  • Three years of increasingly responsible experience performing a wide variety of administrative, financial, managerial or automation duties in a large, complex public agency.

Knowledge of:

  • Federal, State and local laws and regulations applicable to assigned area of responsibility, such as public liability and/or accounting laws.
  • Advanced principles and practices of fiscal resource planning.
  • Advanced principles of financial administration, including public budgeting and reporting.
  • ­Advanced principles of financial and actuarial forecasting and financial analysis.
  • Basic principles and practices of County-wide operations and its administration and organization.
  • Principles of personnel training, supervision and evaluation.
  • Computer systems and applications as used within the County.

Skill/Ability to:

  • Plan, organize, supervise, coordinate, direct, organize and participate in a wide variety of advanced administrative and operational activities related to the assigned work section, program area specialty or department.
  • Coordinate activities with other departments, programs and/or outside agencies.
  • Direct and participate in the analysis of a wide variety of highly complex administrative and operational problems and make effective operational and/or procedural recommendations.
  • Develop, administer and interpret policies, guidelines and procedures related to the assigned program area.
  • Plan, schedule and manage large scale projects.
  • Negotiate agreement between differing individuals and groups of individuals.
  • Monitor current and proposed Federal, State and local legislation which impact on assigned area of responsibility.
  • Utilize appropriate interpersonal style and methods of communication to gain acceptance, cooperation, or agreement of a plan, activity, and/or program idea.
  • Work cooperatively with other County departments and public and private organizations.
  • Supervise, evaluate and train assigned personnel.
  • Communicate effectively both orally and in writing.
  • Perform complex mathematical and statistical calculations accurately.
  • Prepare complex and detailed written reports, procedures, grant applications and contracts.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.

with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date may apply.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position based solely on the information provided in the application documents. Because of this screening process, all applicants who meet the minimum qualifications are not guaranteed advancement to the next phase of the examination process. All interviews will take place in San Mateo County, California and applicants must participate at their own expense.
