Job Description
Valiant Harbor International is seeking a Program Analyst to support programmatic, business, and financial support in the execution of the Office of Naval Research (ONR) basic, applied, and advanced technology development programs. This position will involve managing the government's financial processes, including budgeting, forecasting, and reporting, with a focus on performance monitoring and expenditure benchmarks. The ideal candidate will possess a background in Department of Defense (DoD) or Navy enterprise financial systems and financial operations supporting R&D programs in a DoD/Navy setting.

Job Responsibilities

  • Provide business and financial support to Program Officers, ensuring compliance with ONR processes and procedures.
  • Assist with planning, forecasting, program budgeting, funding execution, performance monitoring, and reporting.
  • Utilize financial systems and other tools to monitor funding, commitments, obligations, and expenditures.
  • Prepare funding documents and assist in resolving discrepancies in funding execution.
  • Perform financial analyses to ensure compliance with anti-deficiency laws and other financial regulations.
  • Support solicitation and proposal evaluation processes, including administrative coordination and public notifications.
