Position Description The
Technical Services Administrator - Design and Construction
is responsible for delivering capital construction and renovation projects for Metro-owned and leased facilities with a strong emphasis on early-phase project planning, design leadership, and owner-side decision-making. Reporting to the Capital Program Manager, this position manages day-to-day project coordination across all phases of the project lifecycle-from program verification and conceptual design to construction completion and closeout. Acting as Metro's representative and advocate, the Project Manager provides direction to design professionals, establishes project priorities, manages budgets and schedules, and ensures that design solutions align with operational needs, funding constraints, sustainability goals, and Metro DGS standards. This role requires a proactive, technically informed approach to guiding consultants, resolving issues early, and maintaining accountability throughout the project lifecycle. The men and women in Metro's General Services Department are there to make sure the rest of government works. From ensuring that our city's vehicles run safely and smoothly, to keeping city buildings up to par to providing printing services and more, General Services is the support that allows other Metro departments to focus and achieve their missions.
Typical Duties
Manage assigned capital projects from concept design through occupancy, including program verification, budgeting, design coordination, permitting, procurement, construction, and closeout. Assist in the preparation of RFQ solicitations and participate in the evaluation and selection of architects and contractors. Serve as primary point of contact for user departments, owner's representatives, architects, contractors, and other consultants throughout the life of a project. Prepare and manage project budgets and schedules including early cost-modeling, escalation, and cash-flow forecasting; monitor performance against targets and adjust plans as necessary. Provide clear direction to architects including program requirements, budget targets, schedule constraints, and design priorities. Establish design-to-budget expectations and hold consultants accountable to approved cost targets throughout each design phase. Lead early project planning and pre-design activities, including program verification, site due diligence, scope confirmation, and phasing strategies. Review design submissions for compliance with program requirements, budget constraints, schedule milestones, DGS initiatives, and DGS guidelines and standards. Facilitate cross functional collaboration between DGS Design & Construction, Sustainability, Real Estate Services, and Operations & Maintenance divisions to ensure successful project integration. Review and guide design alternatives, cost impacts, and constructability considerations to support informed decision-making. Evaluate cost and schedule impacts of scope changes and provide recommendations to leadership for approval. Facilitate design meetings, decision points, DGS feedback and collaboration, and user reviews to ensure timely approvals and resolution of issues. Actively manage project schedules by identifying risks, coordinating milestone decisions, and directing corrective actions when deviations occur. Review and process vendor and contractor invoices, pay applications, RFIs, change orders, and claims. Conduct periodic site visits to monitor construction progress, verify quality of work, and ensure conformance with plans, specifications, codes, and DGS standards. Manage entries in Oracle Unifier Primavera Cloud for project schedule and financial tracking; including purchase orders, change orders, and project budget reporting. Maintain accurate project documentation and reporting, including regular updates to the Capital Program Manager and other stakeholders. Minimum Qualifications
EDUCATION AND EXPERIENCE Post High School degree in Architecture, Construction Management, or a related field
and
ten (10) years of experience in capital project management, building construction, or design coordination,

five (5) years of supervisory or lead experience in capital project management, building construction, or design coordination.

Professional licensure (RA, PE) or construction related credentials (PMP, CCM, LEED AP) Experience delivering public-sector or institutional building projects Working knowledge of construction software such as Bluebeam, Revit, AutoCAD, Procore, and Oracle Unifier Primavera Cloud Strong understanding of design and construction processes, project delivery methods, and applicable codes and regulations Experience leading conceptual, schematic, and design development phases for public or institutional projects Experience managing multiple simultaneous projects in various stages of completion
