ABOUT THIS POSITION

The Public Works Department strives to improve the quality of life in Phoenix through efficient delivery of outstanding solid waste, fleet, facilities, and energy management services.

The Public Works Department is seeking Solid Waste Inspectors, also known as Solid Waste Environmental Specialists, to identify and investigate compliance with laws and ordinances related to the proper collection, storage, and disposal of hazardous, medical, infectious, and solid waste.

In this rewarding role, inspectors serve as a direct resource for City of Phoenix solid waste customers, researching and resolving issues with residents, as well as private refuse and building contractors. Inspectors are responsible for enforcing Phoenix City Code, Chapter 27, as well as Federal EPA, County, and State Regulations for both public and commercial solid waste operations. Work requires extensive involvement in the city's recycling program, with responsibility for monitoring participation and contamination levels to assess the overall effectiveness of the program.

Inspectors are assigned to one of four service centers across the City of Phoenix, and their work is primarily conducted in the field, where they are exposed to outdoor elements, with some work performed in an office setting. Duties are performed with considerable independence, under the general supervision of a Solid Waste Supervisor with support from a Solid Waste Environmental Specialist*Lead. Solid Waste Inspectors will work from 7:30 a.m. to 4 p.m., Monday through Friday, and may be required to work some nights or weekends for community meetings and events.

Essential functions will include:

  • Learning, interpreting, applying, and explaining City, County, and State solid waste code.
  • Inspecting private, residential, and commercial sites to determine and monitor proper solid waste storage.
  • Performing public education and outreach duties, including attending community meetings, providing presentations, and distributing information.
  • Collaborating with staff from other City of Phoenix departments and third-party agencies to resolve customer concerns related to solid waste.
  • Issuing ordinance violation notices, citations, filing complaints, and testifying as a witness in court regarding solid waste violations.
  • Identifying and securing hazardous waste incidents and communicating information to appropriate response agencies.
  • Entering and reviewing data in computer systems to update solid waste records, verifying service levels, managing workload priorities, and providing technical information and statistics for use in management reports.
IDEAL CANDIDATE

Knowledge of:

  • Federal, State, County, and City solid waste codes.
  • Solid waste and recycling materials and procedures.
  • Customer service practices.
  • Microsoft Office applications.

Ability to:

  • Attend and give presentations at meetings to internal and external stakeholders.
  • Understand and explain complex requirements and other technical information.
  • Work independently in a fast-paced environment.
  • Communicate effectively both in person, by phone, and in writing.
SALARY

Pay Range: $24.93 to $44.77 per hour.

Hiring Range: $24.93 to $31.82 per hour.

  • Lateral transfers occur when there is no change to the last two digits of the pay grade.

MINIMUM QUALIFICATIONS
  • Two years of public contact experience, some of which is in the inspection field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Bilingual - Fluent in Spanish (read, write, and speak).

Experience with:

  • Microsoft Excel, Word, and PowerPoint to create reports/presentations for a variety of audiences.
  • Direct customer service.
  • Phoenix City Code Chapter 27 or similar code enforcement, or policy/regulatory compliance activities.
  • Customer Care & Billing (CC&B) or similar billing or record keeping system.
  • Public engagement and providing educational presentations to the public.
  • Working in solid waste, sustainability, or a similar environmental industry/field.
