Office Manager: Pennsylvania Legislative Budget and Finance Committee

Background

The Legislative Budget and Finance Committee (LBFC) is a bipartisan, bicameral legislative service agency of the Pennsylvania General Assembly. The committee membership consists of six senators and six representatives, with equal representation from both political parties. The committee appoints an Executive Director, who in turn hires staff to conduct research projects, program evaluation, and performance audits to meet legislative or other statutorily required studies as directed by the committee. In completing these projects, the staff conducts a wide range of research activities about the operation and performance of state-funded programs and agencies. All work is conducted in a non-partisan and independent manner, which closely follows generally accepted government auditing standards. The LBFC is looking for interested and qualified applicants to fill the position of Office Manager.

Primary Duties and Responsibilities

-Coordinate and oversee all administrative services and operational logistics for the LBFC.
-Maintain office personnel files.
-Process routine correspondence and official communications.
-Support project teams in developing final work products for release at LBFC meetings.
-Manage payroll, payroll taxes, and employee benefit administration in accordance with federal, state, and LBFC/Senate of PA policies and procedures.
-Oversee expense processing and ensure compliance with personnel and fiscal policies.
-Monitor budgetary allocations for office resources and identify cost-saving opportunities.
-Maintain up-to-date knowledge of benefit requirements, employment policies, and relevant employee/employer regulations.
-Implement internal controls to safeguard organizational assets and ensure accurate reporting.

Preferred Requirements and Skills

-Proficiency with modern office equipment and software applications.
-Strong knowledge of payroll systems, benefit administration, and expense processing, including Legislative Data Processing Center (LDPC) systems.
-Excellent organizational, time management, and record-keeping skills.
-Strong written and verbal communication abilities.
-Ability to work independently with minimal supervision while exercising sound judgment.
-High school degree and prior experience in office management, payroll, or administrative leadership roles required. A bachelor's degree in business administration, finance, human resources, or a related field is preferred.
-Demonstrated ability to handle confidential information with discretion.

Further Information

LBFC's offices are in downtown Harrisburg, across from the Pennsylvania Capitol. Starting salary is $70,000, but salary will be based on education, skills, and experience.
