Torch Technologies has an exciting opportunity for a Senior Program Manager located in Kettering, OH (Dayton, WPAFB) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the Maintenance Repair and Overhaul Initiative (MRO) is a DOTMLPF-P transformation and standardization of both the business processes and enabling materiel solution which provides Air Force Sustainment Center (AFSC) with an integrated capability for planning, scheduling and executing organic depot maintenance to support agile planning, optimized workload assignment, resource allocation and integrated quality. The MRO materiel solution is a web-enabled system operating wholly within the .mil network. It implements a configured Oracle enterprise Business Suite (eBS) Commercial Off-The-Shelf (COTS) software product with 'complex MRO' being the core module for user interaction. This is supplemented with the integration of other necessary eBS suite modules plus Reports, Interfaces, Conversions and Extensions (RICE) objects which are deemed necessary to provide the required functionality. MRO implementation is divided into four software releases with capabilities to plan, schedule and execute organic depot maintenance processes within the commodities, electronics, missile and propulsion maintenance groups. MRO replaces dissimilar legacy systems and processes used across numerous geographic locations with a common enterprise business system that optimizes resource and workload assignments, facilitates what- if planning and frees-up logistics capacities aimed at improving capabilities availability to the warfighter. MRO operates within a Defense Information System Agency (DISA) hosted environment and interfaces with various legacy systems to support continuous operations within the depot maintenance environment.
As a Senior Program Manager your duties will include the following, but are not limited to:
Knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI and , as well as knowledge of roles and relationships within the DoD and the Air Force. Program management resources shall have
Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs;
Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action;
Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans;
Abilities to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment;
Abilities to formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives;
Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Report (MAR);
Abilities to support program management reviews, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews; and,
Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management.
Job Requirements
U.S. Citizenship
MA/MS Degree in Business Administration, Management Information Systems or other relevant discipline and 10 years of experience, 5 of which must be in the DoD OR
BA/BS Degree in Business Administration, Management Information Systems or other relevant discipline and 12 years of experience, 5 of which must be in the DoD OR
15 years of directly related experience, 8 of which must be in the DoD.
Must be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.)
Must be familiar with using MS Teams and MS SharePoint for project collaboration
Must have experience with managing Air Force Risk Management process in support of the acquisition process
Must have a working understanding of Agile Development
• Familiarity with Atlassian Tools; Jira and ConfluencePrior experience with DoD Acquisition programs under DoD or policy is required.
Must possess the advanced knowledge, experience and recognized ability to be considered highly skilled in their technical/professional field.
Must possesses the ability to perform tasks independently and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline.
Must demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).
Candidate must possess and maintain a T1/NACI security clearance.

PMI Certified Program Management Professional (PMP)
Agile Certifications
Must be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.)
Must be familiar with using MS Teams and MS SharePoint for project collaboration
Experience with managing Air Force Risk Management process in support of the acquisition process
A working understanding of Agile Development
