Modeled after Brilliant Corners in California, Anthos|Home streamlines the apartment search, approval, and move-in processes while addressing gaps in the NYC voucher housing system. We aim to be a game-changer for New Yorkers who are unhoused or at risk of homelessness. The Role
The Applications & Submissions Operations Supervisor oversees the team responsible for preparing and submitting participant leases, rental applications, and housing subsidy packets for government approval. This role ensures submissions are accurate, complete, timely, and compliant with program requirements. The supervisor provides hands-on oversight, quality control, and escalation management while fostering strong cross-team collaboration and continuous process improvement. This role requires a leader who balances high standards and accountability with empathy and purpose. The supervisor sets the tone for a team doing complex, deadline-driven work by fostering clarity, shared responsibility, and connection to Anthos|Home's mission. Team Supervision & Quality Assurance
Supervise Applications & Submissions Specialists, providing coaching, guidance, and performance management. Conduct second-level reviews of housing applications to ensure accuracy and completeness prior to submission. Ensure adherence to standardized procedures and best practices for application processing. Establish a culture of quality, accountability, and continuous improvement. Use performance data to set expectations, coach staff, and address performance gaps in real time. Track common application errors and implement corrective process changes to reduce resubmissions. Develop and facilitate training related to policy updates and process improvements. Serve as the escalation point for complex cases, including cash assistance and preclearances, coordinating with Operations staff and external stakeholders. Act as the primary escalation contact with HRA, HPD, NYCHA, HASA, and other agencies to resolve denials, discrepancies, rent reasonableness issues, and rejected packets. Application Processing & Oversight
Oversee the end-to-end application process to ensure accurate, complete, and timely submissions. Independently manage complex housing subsidy packets from intake through approval. Oversee participant income modifications and one-shot deals to ensure timely processing. Collaborate with Tenant Coordination, Housing Operations, and Housing Acquisition leadership to streamline workflows, support inspections, and ensure completion of QA checks. Maintain accurate documentation for audit, reporting, and quality control purposes. Ensure data accuracy and consistency that directly supports performance metrics and reporting. Collaboration & Communication
Serve as the primary liaison between Applications & Submissions, Tenant Coordination, and Housing Acquisition teams. Lead coordination with property providers to resolve outstanding items and improve submission workflows. Build and maintain strong relationships with government agencies, nonprofit partners, and cross-functional teams to support escalations and process improvements. Process Improvement, Compliance & Performance Management
Monitor changes in housing regulations and ensure ongoing compliance. Identify workflow bottlenecks and implement process improvements using performance data. Support policy development and implementation to improve efficiency and reduce errors. Own team-level KPIs, including approval rates, processing timelines, error rates, and resubmissions. Produce and review weekly submissions reports and monthly performance summaries, analyzing trends and documenting corrective actions. Support dashboard development and reporting tools to improve data visibility. Operate effectively in a transparent, metrics-driven environment where performance is regularly reviewed. Maintain data integrity across all systems. What Success Looks Like in This Role
In the first 90 days, you will: Begin to independently approve housing subsidy packets and confidently manage escalations with government agencies Build strong working relationships with internal partners and external stakeholders Understand and actively monitor all core submissions KPIs Identify at least one process or performance improvement opportunity and lead implementation Ongoing success means: Housing subsidy packets are consistently accurate, complete, and approved within expected timeframes Application errors and resubmissions decrease through strong quality control and coaching The team feels supported, clear on expectations, and accountable for high-quality work Escalations are resolved efficiently through effective agency and partner relationships Performance data is used proactively to improve workflows, meet KPIs, and drive continuous improvement The Applications & Submissions team operates as a trusted, collaborative partner across the organization Qualifications
Bachelor's degree and/or 4+ years of relevant operations, housing, or social services focused on application submissions. 23 years of direct NYC housing subsidy application experience, including full packet ownership (e.g., CityFHEPS, FHEPS, Section 8, HASA) At least 2 years of supervisory experience in high-volume, high-stakes environments Experience conducting second-level application reviews and managing escalations with housing agencies Proven ability to resolve denials, discrepancies, and rejected packets Experience owning KPIs and using performance data to coach and improve outcomes Strong knowledge of housing subsidy compliance and application processes Required Skills
Advanced proficiency in Microsoft Word, Excel, and PowerPoint Experience with CRM systems (e.g., Salesforce) Strong organization, prioritization, and time management skills Analytical problem-solving and process improvement mindset Excellent written and verbal communication skills Comfort working in a transparent, metrics-driven environment Alignment with Anthos|Home's mission and values Compensation and Benefits
Competitive Pay:
$90,000-$95,000 range (dependent on experience) Hybrid work environment:
