Job DescriptionGeneral Statement of Duties
Performs responsible work operating light equipment at the landfill to contain refuse and maintain the face and structure of the landfill. Every Monday, Friday and Saturday plus additional while full time staff are out
Job Responsibilities
Distinguishing Features of the Class
An employee in this class is responsible for operating/maintaining light equipment and ensuring upkeep of landfill property. Work generally requires the employee to perform preventive maintenance on light equipment and ensure cleanliness of landfill area; transport and supervise work of inmates; assist Convenience Center personnel as needed.
Work is performed under general supervision of the Heavy Equipment & Safety Supervisor.
Illustrative Examples of Work
- Operates light equipment such as rubber tire backhoes; skid steers; mini excavators; and farm tractors to maintain the structure and face of the landfill.
- Provides safety tailgate training to work crew on a weekly basis.
- Transports and supervises the work of inmates at the landfill area.
- Cleans up windblown debris at landfill and entrance roads; collects and disposes of bags; empties trash at doublewide; scale houses; and main office on a weekly basis or as needed.
- Keeps manhole covers; vaults; and signs cleaned and visible.
- Pressure washes and cleans equipment and trucks inside and out; including windows and mirrors; pressure washes scale houses bi-annual and the scales; cleans equipment tracks as needed or directed.
- Ensures areas used by customers are clean and free of debris.
- Works two weekdays and every Saturday at Convenience Center; mashes boxes with backhoe on lower level only when no residents are using the box.
- Keeps vegetation (trees greater than 1 inch in diameter) cleared from ditches outside landfill liner and erosion control areas on the slopes.
- Takes care of eliminating weeds around monitoring wells during the months of July and November or as needed.
- Inspects sediment ponds monthly or as needed and reports any problems to the supervisor; completes inspection form monthly and files for record keeping.
- Fills in at box sites in emergency situations.
- Keeps leachate pump and generator fueled; checks oil level and inspects air cleaner; cleans storm water containment area at leachate tank.
- Assists with erosion control.
- Keeps daily log; indicates work completed on a daily basis and submits to supervisor at the end of each month.
- Operates as back up scale house operator as needed.
- Adheres to the department's safety rules and regulations.
- Performs other related duties as required.
Knowledge; Skills and Abilities
- General knowledge of the operation and maintenance of a variety of light equipment; ability to operate light equipment.
- General knowledge of State and County rules and regulations pertaining to waste disposal.
- Ability to identify recyclable materials or materials that need to be processed according to HAZMAT.
- Ability to contain waste and build and maintain the landfill according to State and County rules and regulations.
- Thorough knowledge of safety procedures in the operation of light equipment.
- Ability to work under a variety of weather conditions for a long period of time.
- Ability to communicate effectively; both orally and in writing.
- Ability to establish and maintain effective working relationships with coworkers and the general public.
Education and Experience
- Graduation from high school and considerable experience operating light equipment; or an equivalent combination of education and experience.
Licenses and Certifications
- North Carolina Commercial Driver License.
Physical Requirements
- Must be able to physically perform the basic life operational support functions of climbing; balancing; stooping; kneeling; crouching; crawling; reaching; standing; walking; pushing; pulling; lifting; fingering; grasping; feeling; talking; hearing; and repetitive motions.
- Must be able to perform medium work exerting up to 50 pounds of force occasionally; and/or up to 20 pounds of force frequently; and/or up to 10 pounds of force constantly to move objects.
- Must possess the visual acuity to visually inspect small defects or parts; operation or inspection of machines.
- Must possess the visual acuity to operate trucks; forklifts; cranes and other equipment.
- Must possess the visual acuity to determine the accuracy; neatness and thoroughness of the work assigned.
- May be subject to both environmental conditions; activities occur inside and outside.
- May be subject to work with noise.
- May be subject to vibration.
- May be subject to hazards; including a variety of physical conditions such as proximity to moving mechanical parts; electrical current; working on scaffolding and high places; exposure to high heat or exposure to chemicals.
- May be subject to atmospheric conditions that affect the respiratory system of the skin such as fumes; odors; dusts; mists; gases; or poor ventilation.
- May be subject to contact with potentially infectious bodily fluids.
